In response to Senate Bill 1349, the CARS Project was initiated in 2016 to replace CAL-ACCESS with a modern, data-driven system. Previous attempts in 2020 and 2021 faced challenges, leading to a full project restart based on an independent assessment. Managed collaboratively by the Secretary of State's office and involving various stakeholders, the CARS Project aims to improve efficiency, data quality, and public access, with oversight and support from the California Department of Technology. These experiences are common for both the roles: Mandatory Qualifications: At least five (5) years of experience working on an agile software development project(s) in the last ten (10) years in the role of scrum master, project manager, Agile coach and/or Agile trainer. At least three (3) years of training others in Agile methodologies. At least three (3) years of experience in the last five (5) years performing Agile coaching. At least three (3) years of experience using either scrum or a scaled agile framework (e.g., DAD, LeSS, SAFe, etc.) to develop or implement a system.
