BA/BS Degree or equivalent, in a technology related field. 3+ years of total experience in object-oriented design, development, testing and deployment of mission critical business applications, and on web/client-server environments. 3+ years of hands-on development experience with projects involving the full stack Ruby on Rails 5.x with other Open-Source technologies such as Ruby 2.x, RVM, HTML5, CSS3, JavaScript, ReactJS, LeafletJS, jQuery, DataTables, Bootstrap, AngularJS, BackboneJS, PostgreSQL 9.x, Apache, Tomcat, Linux, Ubuntu, Redis and Memcache. PREFERRED SKILLS/EXPERIENCE FOR CONSULTANT CANDIDATES: Experience in build and integration with RESTful and JSON APIs. Experience with configuration management, continuous integration, version control, testing and document management with Open-Source tools such as GIT/GITHUB, RSpec, BlazeMeter and Jira. Must be flexible and willing to undertake a wide variety of challenging tasks. Experience in all phases of SDLC and standard SDLC methodologies such as Waterfall, RUP, Agile/SCRUM to deliver client solutions. Strong analytical, decision-making and problem-solving skills. Good communication, presentation and leadership skills. Team player who can establish excellent working relationships with peers and other teams. Ability to understand business requirements and estimate for delivery commitments. Experience using Microsoft Office Applications PROJECT SCOPE: The NYC DOT IT Project Management Office specializes in developing multiple large scale, workflow software applications that improve the efficiency and efficacy of the NYC DOT business teams that perform operations such as permitting, inspections, roadway repair, bridge maintenance and street sign management. Some examples of projects that the IT PMO has recently initiated are: an application that allows restaurants to apply for the new outdoor dining license program, and allows DOT staff to review, approve, and deny the outdoor dining license requests; an application that allows the roadway repair team to track the bike lane installation and resurfacing work they do; an application to track the work required to perform installation of pavement markings, and renewal of pavement markings that are fading; a workflow and asset management system used to manage the installation and replacement of signs on the streets of New York City, and to document the current and historical inventory of signs by location; and a workflow system that is used to manage the preventative and unplanned New York City bridge and infrastructure maintenance. The selected Senior Application Developer will assist the IT PMO with implementing projects similar to the applications previously mentioned above. SERVICES DESIRED: DOT seeks an experienced Consultant that can: Develop and integrate responsive design-based web applications using full stack Ruby on Rails 5.x with other Open-Source technologies such as Ruby 2.x, RVM, HTML5, CSS3, JavaScript, ReactJS, LeafletJS, jQuery, DataTables, Bootstrap, AngularJS, BackboneJS, PostgreSQL 9.x, Apache, Tomcat, Linux, Ubuntu, Redis and Memcache. Develop and integrate complex application modules using .NET 4.8, ASP.NET, .NET Core, C#, n-Tier architecture, SOA, XML/JSON-based web services and application development tools such as Microsoft Visual Studio 2019/2022 and SQL Server Management Studio. Implement web-based user interfaces in .NET using Razor/MVC4/MVVM architectural patterns, AJAX, HTML5, CSS and JavaScript (React, Angular or Backbone). Develop relational database design, normalization, T-SQL/stored procedures and manage databases in SQL Server 2017/2019 and Azure SQL. Develop/integrate Geographic Information System (GIS)-based services based on ESRI, Google, MapBox, and Open-Source GIS solutions. Build and integrate with RESTful and JSON APIs. Perform configuration management, continuous integration, version control, unit and performance testing and document management with Open-Source tools such as GIT/GITHUB, RSpec, BlazeMeter, Jira. Knowledge and use of DevOps technology such as Docker, Ansible, Jenkins, DataDog. Refactor code for performance and security issues. Build secure web applications with user authentication and role-based access control. Be responsible for the technical quality of the implemented code base and fully understand the implemented design. Understand and follow Software Development Life Cycle (SDLC) processes in a structured environment, including Waterfall, RUP and Agile development methodologies. Knowledge of Microsoft SQL Server, SSIS and SSRS. Work closely with architects, senior developers, business analysts and development teams for design, development, testing and implementation. Participate in the software testing process, including identification and resolution of defects. Participate in and contribute to formal/informal technical reviews and presentations. Take inputs from the reporting manager(s) and appropriately apply comments/ feedback. Accurately estimate time required to complete development tasks. Collaborate with diverse teams. Demonstrate the ability to cooperate with a variety of people and achieve results. Proactively initiate, develop and maintain effective working relationships with team members.
