[email protected] Reply to: [email protected] Position: IT Governance Architect Location: Sacramento, CA (REMOTE) Duration: Contract 12+ months Visa: US CITIZEN Must have : CMS Certification Compliance state Health client experience after 2015 NOTE: Need specialized expertise and critical knowledge in IT governance to assist designing and establishing IT Governance approach, roadmap, and other related products. We are in the early stages of recognizing how we will mature IT Governance capabilities. Initial Areas of Focus: Assessment of current IT Governance structure. o Capture and assess IT governance practices, policies, and structures within DHCS. o Identify strengths, weaknesses, and areas for improvement. Development of IT Governance MVP and roadmap. o Outline the IT governance approach and identify standards (e.g., COBIT, who, what, when, where, why, and how), best practices, policies, procedures, etc., that should be recommended for adoption and implementation. o Help create a phased roadmap for IT Governance that identifies the MVP and what follows it. o Help to develop the IT Policy Index and support identification of policy gaps that should be prioritized for development in collaboration with state staff. o Create information assets and training materials related to improving and maturing IT Governance capabilities. CMS Certification Compliance Strategies: o Help to formulate approach for measurement and strategic management of compliance with federal CMS MITA regulations, including assessment of fiscal risk associated with gaps and plans. o Identify foundational mechanisms to support ongoing gap assessment and mitigation (e.g., MITA architecture compliance toolkit). IT Governance Expertise: Expertise in IT Governance Frameworks: o Knowledge of IT Governance frameworks and standards: COBIT, ITIL, and ISO/IEC 38500. o Ability to tailor approaches to adopting best practices to fit the specific needs of DHCS. o Understanding of current IT technologies, IT governance trends and best practices. Planning and Implementation: o Strong strategic planning abilities to develop and implement effective IT Governance approaches. o Experience in creating actionable and phased roadmaps. o Ability to support or train staff through transitions and new processes. o Ability to assess technology impacts on governance and operational efficiency. o Strong communication skills, verbal and technical writing, and ability to translate IT Governance topics effectively to varying audiences with expertise and understanding of this topic. o Analytical skills and creative problem-solving abilities to evaluate current IT governance structure, bodies, forums, and identify areas for improvement and provide recommendations around priority. CMS Certification Compliance o Familiarity with state and federal regulatory requirements, especially those relevant to MITA, HIPAA, HI-TECH, etc. Experience with Jira and Confluence.
