From: John Moses, NorthITE [email protected] Reply to: [email protected] Role: Senior Mainframe Project Manager Location: Annapolis, Maryland 21401, MD Duration: Long Term/Onsite Only USC/Locals The Comptroller of Marylands Central Payroll Bureau (CPB) intends to implement a new payroll system or provider to replace its current/legacy mainframe (INFOR E series) system. CPB will need to migrate to the new system in 2 to 3 years. Current mainframe expertise which involves COBOL programming will be greatly diminished in the next couple of years. CPB is seeking one Senior Project Manager to manage and support this Modernization Project. CPB is looking to implement a modern payroll processing solution in replacement of the legacy system, to which it can migrate data from the legacy system, and which will utilize standardized industry best-practices, and streamline and automate legacy business processes. The Senior Project Manager will oversee the full project management life cycle and software development life cycle for the implementation of this highly complex, large-scale, strategic IT initiative. The successful candidate will be a highly skilled professional with a start-up mentality, capable of succeeding in a complex environment involving input from multiple state agencies and vendors. This individual is committed to helping the organization deliver high quality technology products.project manager may also continue to support additional licensing system modernizations as required. Duties: Ensure the development and coordination of stakeholders across functions. Develop scope statements and manage scope to align work efforts to organizational goals and objectives. Develop product transition and rollout schedules and manage work activities to ensure conformity to the schedule. Develop performance and quality measures for product management activities and provide tracking and periodic reporting on these measures. Lead teams of technical resources in the delivery of high-quality IT solutions that meet business needs. Produce stakeholder registers and responsibility assignment matrices as required to ensure a shared understanding. Motivates stakeholders and forges consensus around program goals and objectives Develop and manage budgets and resourcing plans, and track performance against these budgets and resourcing plans. Engage in procurement and contract administration activities as required to ensure the Department obtains the resources required to fulfill program requirements and objectives. Develops and implements communication strategies to improve transparency and promote awareness of program areas and issues. Engages productively and effectively with stakeholders at all levels of the organization. Develops written and oral correspondence of outstanding quality. Integrates change management and change control practices into the program as required. Identifies, tracks, manages, and reduces the impact of risks and issues. Manages vendor relationships to ensure high levels of quality. Meets legal, regulatory, and policy mandates. Performs other duties as assigned. Education: Bachelors Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Public Health, or other related disciplines. Masters degree and/or project Management certification is preferred. PMP certification. PMI-ACP, CSM, or equivalent certification demonstrating competence in agile. General Experience: At least six (6) years of experience in program or project management.
