Title: Financial Business Analyst Location: on-site at 80 Calvert Street, Annapolis, MD, Duration: Twelve (12) months Client: State OF MD Mandatory The Certified Business Analysis Professional (CBAP ) designation is a professional certification for individuals with extensive business analysis (BA) experience . CBAP recipients are the leading, senior members of the BA community. This certification is valid for 3 years Navitas Business Consulting is seeking a Business Analyst to support a flagship program in Annapolis MD. This role would require 5 years of experience as a Business Analyst with a background in Accounting and Auditing with a special focus on managing requirements processes and Accounting/Auditing experience in government accounting and reporting. The State of Maryland is replacing its Financial Management Information System (FMIS). FMIS is the official accounting system of record for the State of Maryland comprised of accounting, purchasing and inventory, and reporting applications. The State implemented this system in the mid-1990s. The platform incorporates two business functions, including procurement automation and financial accounting. The state brands the former as "ADPICS" and the latter as "RSTARS." Due to changing business and technical constraints the state encounters an increasing level of difficulty in providing the required functionality and service levels. The Business Analyst positions will work on the Business Transformation in the 21st Century Financial Systems Enterprise project to design plans for and gather data for analytics to assess processes, determine needs, and deliver data-driven analysis, reports, and recommendations. Responsibilities: Develops business processes and workflow reengineering methodologies. Solves application and process related problems by creating detailed process and system design specifications. Works with other areas across the business units to support a total solution approach. Communicates business requirements for reports and applications development. Facilitates collaboration within and across business units and across IT functions. Resolves problems and improves business units technical environments. Engages with internal and external stakeholders, as necessary, to determine compliance with accounting and financial reporting regulations and standards. Produces deliverables as required to fulfill FMIS replacement requirements pertaining to accounting and financial reporting compliance. Leading role in relationship with the System Implementation (SI) team(s) including establishing TDD/FDD requirements and approval, testing and validation requirements, ongoing system care and feeding requirements. Develops high quality oral and written presentations. Performs other duties as assigned. Education: Bachelors Degree from an accredited College or University In Accounting, Finance, Business Information Systems, or other related discipline. Masters degree and/or project management certification is preferred. Certified Business Analysis Professional (CBAP) or similar certification is strongly preferred. General Experience: Minimum 5 years experience as business and/or system analyst. Accounting & Audit background required. Specialized Experience: Accounting/Audit experience in government accounting and reporting. Experience managing requirements processes including conducting interviews and documenting technical requirements. Experience with design activities including design sessions and defining future state processes. Experience with vendors and service provider engagement. Experience working with onsite and remote teams. Experience with industry-standard System Development Life Cycle methodologies. Demonstrates excellent written and verbal communications skills. Demonstrates capacity to engage effectively with stakeholders and all levels .
