Job Description:

Minimum Qualifications:

Minimum 5 years Project Management experience (public sector experience is preferred)

Minimum 5 years of project management experience in software implementation.

College degree in IT, computer technology, or a related field.

PMP certification

Demonstrated expertise in creating and maintaining project deliverables such as project charter, project plan, status reports, project timesheets, estimates, communication plan, reports, risk management plan, budget (work hours and cost), milestone/deliverable charts.

Budget management skills: Ability to prepare, analyze, and review financing plans and related budgetary information required for estimating projects.

Experiences with software vendor and remote resources management

Demonstrated experience in managing issues, scope, and quality while bring projects to successful completion within the cost and time requirements.

Adaptability and flexibility including ability to manage deadline pressure, ambiguity and change.

Negotiating skills within a context of political sensitivity and conflicting interests.

Presentation and written communication skills.

Ability to build teams and generate a spirit of cooperation while coordinating diverse activities and groups; people management and negotiating skills within a team environment.

References: Provide a minimum of three (3) references closely related to leading software implementations, public sector reference preferred. The reference information must include the following information:

1) Project Size

2) Project Scope, including specific services provided

3) Period of Performance

4) Contact information, including name of the organization, contact person, phone number, and email

JOB DETAILS:

The Information Technology Services (ITS) as part of its application modernization efforts is replacing many of the applications that have reached its end-of-life cycle.  This Project Manager will lead, manage, and coordinate the implementation efforts with the various stakeholders. The Project Manager may lead multiple implementations projects and the responsibilities are not limited to the following:

1. Meet with project sponsors and stakeholders to determine and document project scope.

2. Prepare Scope of Work for software replacement/upgrades.

3. Represent the District in Source Selection committees.

4. Manage project software/development implementations.

5. Lead blueprint sessions with relevant stakeholders to identify and document detailed requirements.

6. Develop project plan including project schedules and project costs.

7. Prepare Project Charters, Risk Assessments, and present at various committees.

8. Prepare project budget estimates.

9. Provide project updates to ITS PMO on QuickBase and as required by ITS PMO.

10. Manage project document collection repositories like SharePoint, MS Teams, and other project management applications.

11. Coach and mentor district staff in project management practices.

12. Create and manage work orders for enhancements, bug fixes, incident change requests, etc.

13. Identify and coordinate resources required to implement project plans.

14. Work with developers to ensure applications are developed as planned.

15. Ensure process and procedures meet ITS security protocols.

16. Coordinate and review testing, training, change management and rollout for new portals or applications.

17. Manage vendors implementing/developing various outsourced projects.

18. Provide timely project updates to project sponsors and relevant stakeholders.

19. Provide other services as needed related to cyber-attack response or resulting organizational change management.

DELIVERABLES

1. Collect functional business requirements using interviews, document analysis, business process descriptions, use cases, task, and workflow analysis.

2. Create and manage work orders for enhancements, bug fixes, incident change requests, budget allocations.

3. Create presentations for various stakeholders.

4. Create Project Plans.

5. Provide and distribute meeting minutes.

6. Manage SharePoint, MS Teams, or other project management sites for project timelines, tasks, communication, and document collection.

7. Project charter(s), including the definition of completion criteria.
