Project Scope: The Client IT Project Management Office (PMO) specializes in developing multiple workflow software applications that improve efficiency to streamline business processes, enhance user experiences, and create impactful applications in a collaborative and innovative environment that perform operations such as sidewalk inspections, street sign management, roadway repair, permitting, outdoor dining inspections, and bridge maintenance. Some examples of projects that the IT PMO has recently initiated are: that allows the roadway Positions Requested # of Positions Functional Job Title Labor Category 1 Senior Full Stack Developer Programmer 3 repair team to track the bike lane installation and resurfacing work they do; an application to track the work required to perform installation of pavement markings, and renewal of pavement markings that are fading; and to document the current and historical inventory of signs by location; an application that allows the restaurants to apply for the new outdoor dining license program, and allows staff to review, approve, and deny the outdoor dining license requests; a workflow system that is used to manage the preventative and unplanned bridge and infrastructure maintenance; and a workflow and asset management system used to manage the installation and replacement of signs on the streets of New York City. The selected Senior Full Stack Developer will assist in implementing similar applications to work closely with business users and, under the direction of a Project Manager, gather business requirements, design and develop the new inspection applications, and migrate data from existing applications. 3.Services Desired: Client seeks an experienced Consultant that will be expected to: Work under the direction of a Project Manager. Collaborate with business analysts, quality assurance specialists and application developers during the design, development, testing, and implementation of applications. Design, prepare detailed technical specifications, develop, and maintain mission-critical systems, and API integrations, implement web services, and create consumer-facing web applications. Accountable for both front-end and back-end technologies in a web production environment. Develop and integrate complex application involving Microsoft.NET and SQL Server technologies for web, web service, and desktop application development using C#.NET, .NET Core, ASP.NET, ADO.NET, HTML5, AJAX, WPF, WCF, MVC, jQuery, React, Entity Framework, LINQ, Visual Studio 2017/2019. Participate in the full development of Application Lifecycle Management (ALM) using Git/Microsoft Azure DevOps/Jira. Implement design patterns Singleton, MVC, etc. and follow design principles. Perform/manage relational database design, normalization, T-SQL/stored procedures with SQL Server 2014/2017/2019. Build secure web applications with user authentication and role-based access control. Generate reports using Microsoft SQL Reporting Services (SSRS), Ad-hoc reporting, and data migration/transformation using SSIS packages. Test, monitor, and improve solutions through incremental updates/new features/optimization. Create design artifacts and deliverables such as use case diagrams, application architecture, class/sequence diagrams, and high-level/detailed design documentation. Understand high-level application architecture/design, network design, performance constraints, and security frameworks. Accurately estimate the time required to complete development tasks. Develop business processes and approval flows. Participate in and contribute to formal/informal technical reviews and presentations. Research, present, and/or make recommendations on technical issues. Explore new ideas and initiatives that encourage innovation. Be able to effectively communicate and collaborate with both technical, and non-technical colleagues and stakeholders. Contribute to and support the roll-out strategy. c. Preferred Skills/Experience for Consultant Candidates: BA/BS Degree or equivalent, in a technology-related field or other degree preferred. Advanced-level certifications and/or training in application development. Microsoft Developer certification. 5+ years of total experience in object-oriented design, development, testing, and deployment of mission-critical business applications. 5+ years of hands-on full-stack development experience using modern development tools and practices such as MVC, Angular, Web API, Microservices, Webservices, C#, HTML, HTML5, CSS3, JavaScript, Entity Framework, AngularJS, ASP.NET, .NET Core, GitHub, SQL, software development life cycle (SDLC), software release management. 4+ years of Application development using Design Patterns, MVC, Bootstrap, React, Angular Js JavaScript, CSS, jQuery, JSON, and XML. 4+ years of relational database design, normalization, T-SQL, stored procedures, SQL Server 2017/2019, SSIS packages, SSRS Reporting, data modeling tools; proficiency in data analysis and ad-hoc reporting using T-SQL, SQL Server, and Microsoft Excel. Expertise in building large-scale information systems. Previously developed a software that had a copious amount of legal requirements. Experience with using UML/Rational tools and/or other design tools. Working knowledge of Software Development Lifecycle Management. Working knowledge of Business Intelligence and Decision Support Systems. General understanding of Agile software development lifecycle. Prior experience in federal/state/local government projects.
