Job Role: Project Management Specialist (1/31)

Education: Bachelors degree in one of the following Business Administration, Social Work, Engineering, and or MBA or related field preferred

Required Experience:

7+ years of Experience in supporting and advising medium to large projects

Experience in Child Welfare or related Health and Human Services

Experience in developing and executing complex project plans encompassing OCM, training,

requirements gathering, and representing program office needs and objectives in IT projects.

Experience in leading large multifaceted teams to execute and lead successful project

implementations

Ability to effectively prioritize and execute tasks in a fast paced, high velocity, environment;

ability to stay focused on responsibilities, meet deadlines and manage competing priorities under

pressure.

Ability to drive effective meetings: workshops, design, and problem-solving sessions.

Ability to present ideas in business friendly and user-friendly language; demonstrated aptitude for

working with, supporting and communicating with users and customers.

Child Welfare or CCWIS experience (Preferred)

Responsibilities:

Overall Responsibilities:

Supports, plans, and participates in a team of programmatic staff

responsible for executing vision, testing, designing system requirements, and successful

implementation of a new CCWIS system.

Requirements Management: Development, refinement, and finalization of system requirements.

This includes crafting a visionary blueprint that balances innovative solutions with adherence to

federal and statutory mandates. Participates in a team to collect detailed functional and non-

functional requirements from various stakeholders. Analyze these requirements to understand their

impact on business processes and system design.

Stakeholder Engagement:

Strategically engage with partners and external stakeholders, ensuring

their meaningful involvement in the system's evolution. Assists in initiatives to gather and integrate their insights, thereby enriching the systems design and functionality. Provide consistent updates to community stakeholders in a variety of mediums.

Advocacy and Representation:

Champion the representation of Child Welfare programmatic andpractice perspectives within the project framework. Advocate for these perspectives, ensuring they

are integral to the project's vision and execution.

Communication and Liaison:

Serves as a liaison and communication conduit between the CCWIS

Programmatic lead, the IT department, PMO, and the System Integrator Vendor. Ensuring a

seamless flow of information and alignment of strategic intentions across all entities and advocacy

and execution for programmatic goals.

Additional Duties:

Address challenges with creative problem-solving while maintaining strict adherence to timelines,

budgetary constraints, and quality standards.

Form a strong relationship with the business stakeholders and IT, partnering to resolve project

related issues, provides project status updates and escalates issues and concerns appropriately.

Ability to work with the Office of Child and Family Well-Being stakeholders and articulate the

To-Be of the future CCWIS system.

Evaluate current process and work within the team to create innovative approaches with IT, PMO

and SI vendor to solve complex needs and problems.

Drive team execution and communications with management and stakeholders Advises in

project issues and risks and escalate as necessary

Manage project conflicts, challenges, and dynamic business requirements to keep the project

running efficiently

Work with the team leads to resolve people problems and project roadblocks

Able to do postmortem and root cause analysis to help teams continuously improve their practices

to ensure maximum productivity

Implement and support programmatic principles, rules, and processes

Proactively identify and eliminate impediments and facilitate flow of project work

Job Role: IT Business Manager (1/31)

Change, Organizational Psychology, MBA or related field preferred

knowledge, skills, and abilities:

Experience and knowledge of change management principles, methodologies, and tools.

Ability to establish and maintain strong relationships.

Ability to influence others and move toward a common vision or goal.\\

Flexible and adaptable; able to work in ambiguous situations.

Organized with a natural inclination for planning strategy and executing tactics.

Familiarity with project mgmt. approaches, tools, and phases of the project lifecycle.

Experience with large-scale organizational change efforts.

Responsibilities:

Change Strategy Development:

Develop and implement a comprehensive organizational and individual-focused change

management strategy tailored to the CCWIS project.

Conduct change impact analyses, assess change readiness, and identify key stakeholders to facilitate

the needed change.

Stakeholder Engagement:

Engage with stakeholders at all levels to understand their needs, concerns, and expectations.

Develop communication plans to ensure consistent and effective messaging throughout the project.

Training and Support:

Oversee the development and delivery of training programs to equip staff with the necessary skills

and knowledge for the new system.

Provide ongoing support and guidance to staff during and after the transition.

Resistance Management:

Identify and address resistance to change, employing tactics to enhance acceptance and minimize

disruption.

Facilitate discussions and workshops to address concerns and promote positive engagement.

Feedback and Continuous Improvement:

Establish feedback mechanisms to gather insights from employees on the change process.

Use feedback to make iterative improvements to the change management strategy.

Collaboration with Project Teams:

Work closely with IT, project managers, and other teams to ensure alignment between technical and

organizational change efforts.

Ensure that organizational change considerations are integrated into project planning and execution.

Reporting and Evaluation:

Monitor and report on the progress of change management activities.

Evaluate the effectiveness of change initiatives and provide recommendations for improvement.

Additional Duties:

Apply a structured methodology and lead change management activities.

Apply change management processes and tools to create a strategy that supports adoption of the

changes required by a technology project or initiative.

Assess the change impact: Conduct change impact analyses, assess change readiness and identify

key stakeholders.

Support communication efforts: Support the design, development, delivery, and management of

communications.

Support training efforts: Provide input, document requirements, and support the design and delivery

of training programs.

Identify, analyze, and prepare risk mitigation tactics for all change activities.

Identify and manage anticipated resistance.

Create actionable deliverables for the change strategy, including but not limited to: a

communications plan, training plan, resistance management plan, and stakeholder engagement plan.

Support, coach, and engage senior leaders, managers, and supervisors.

Support organizational design and definition of roles and responsibilities.

Evaluate and ensure user readiness.

Identify and manage change champions.

Lead a portfolio of change projects, as assigned.

Define and measure success metrics and monitor change progress

Job Role: Quality Assurance Team Leader(1/31)

Education: Bachelor s degree in one of the following Management Information Systems, Computer

Science or related field preferred

Specific Knowledge, Skills and Abilities (KSAs):

Extensive experience in Microsoft Azure Dev Ops

Experience and knowledge of Test Management principles, methodologies, and tools.

Ability to establish and maintain strong relationships.

Ability to influence others and move toward a common vision or goal.

Flexible and adaptable; able to work in ambiguous situations.

Organized with a natural inclination for planning strategy and executing tactics.

Familiarity with project mgmt. approaches, tools, and phases of the project lifecycle.

Experience with large-scale modernization project.

Responsibilities:

TEST STRATEGY DEVELOPMENT:

Develop and implement a robust testing strategy encompassing all aspects of the

modernization project.

Create detailed test plans, scripts, and execution plans to ensure comprehensive coverage of

all features and functionalities.

AUTOMATION IMPLEMENTATION:

Design and implement automated test plans to streamline testing processes.

Utilize Azure DevOps for test automation, ensuring alignment with project objectives and

timelines.

COORDINATION:

Coordinate with project managers, developers, and other stakeholders to align testing activities

with overall project goals.

QUALITY ASSURANCE AND CONTROL:

Oversee all phases of testing to ensure software quality and compliance with specifications.

Manage defect tracking and resolution processes to maintain high standards of software

reliability and performance.

PERFORMANCE AND STRESS TESTING:

Plan and execute performance and stress tests to evaluate system stability and scalability.

Analyze test results and provide insights for system enhancements and optimizations.

REPORTING AND DOCUMENTATION:

Maintain comprehensive documentation of test cases, results, and metrics.

Regularly report on testing progress, challenges, and outcomes to project stakeholders.

CONTINUOUS IMPROVEMENT:

Continuously assess testing processes and tools for potential improvements.

ADDITIONAL DUTIES:

Create detailed, comprehensive, and well-structured test cases based on the requirements of

the modernization project. Execute these tests to ensure the application's functionality aligns

with the specified requirements.

Manage and generate test data required for executing test cases. Ensure that the data is

representative of real-world scenarios to validate the system's effectiveness in actual

operational conditions.

Set up and maintain test environments that mimic production environments. Ensure that all

necessary configurations and data are in place for accurate and effective testing.

Identify, document, and report bugs and issues found during testing. Use bug tracking tools to

monitor the status of reported issues and ensure they are resolved in a timely manner.

Work closely with developers to understand the technical aspects of the application. Collaborate

in troubleshooting issues and refining the product based on test findings.

Conduct performance testing to assess the application s behavior under various levels of load

and stress.

Analyze the results to identify performance bottlenecks and recommend improvements.
