***This is a full-time telework position with requirements to be on-site at the 5th floor of The Keystone Building (400 N St., Harrisburg, PA 17120), occasionally, as needed and this is subject to change.***

***The individual is required to pick up commonwealth-issued equipment the first day.***

Position Description: 

This is a position as a senior developer supporting all lines of service within the Commonwealth of PAs Office of Administration Office of Information Technology Bureau of Solutions Management (OA-OIT BSM) that are related to enterprise delivery of mobile solutions. The selected candidate will work with the enterprise architect, agencys development teams, program delivery areas, and business partners to complete system and data analysis to support lines of service, deliver enterprise products and functionality, implement enterprise design patterns, and support holistic and dependable delivery of mobile solutions for all teams that build mobile applications within OA-OIT BSM. Technology reviews may include many disparate systems and data stores with the focus on finding gaps in service and redundancy in both functionality and data for current systems. Based on evaluations, the selected candidate will develop designs, proposals, prototypes, binaries, and other artifacts to support the enterprise vision and implement the strategy plan for the enterprise mobile platform to meet existing and future needs. Architecture will define efficient functionality delivery, data reliability, and engaging customer experiences.

Specific Duties:

All work products would meet Apple best practices and standards and as further defined by the Commonwealth of PAs Office of Administration Office of Information Technology and the Enterprise Architecture and Service Management (EASM) team. Most work will leverage API integrations with applications hosted on a standardized platform of Azure Cloud. Some work may leverage API integrations with applications hosted on JBoss virtual server technology.

Specific activities to support this work include analyzing and documenting technical requirements, producing solution prototypes, and participating in technology selection. This position is responsible for communicating project constraints including, risks, time, resources, and scope to project management. This team lead position is responsible for mentoring all levels of applications developers in the design, development, assembly, testing, and deployment of highly complex software systems used to support enterprise products and services.

The ideal candidate would have experience in DevSecOps practices with a focus on reduced total cost of ownership and future ease of maintenance. Key deliverables will be solutions that meet customer requirements for security, accessibility, and functionality.

         Propose comprehensive enterprise solutions based on business and technical requirements

         Collaborate in architecture, design and development of user interface, service tier and data tier components  

         Lead design and development of mobile application products for delivery on standard iOS devices

         Design and create database schemas to be implemented in a range of database platforms, including DB2 and Oracle

         Develop code deliverables utilizing standard and current iOS coding languages

         Deliver web service and application solutions to be deployed via standard mobile device management workflows

         Support product deployment and product validation activities

         Utilize the standard SDLC process standards as defined by the development team

         Provide estimates to support project planning and product timelines

         Mentor team members on agency specific and industry best practices for processes and standards

         Perform code reviews

         Participate and provide feedback in meetings, including daily standup meetings

         The Front-End Developer ensures compliance with digital accessibility regulations and requirements by performing the following duties and responsibilities:

o   Build digital products with accessibility in mind

o   Incorporate accessibility features into digital content and resources

o   Partner with colleagues and team members to prioritize accessibility in digital content and resources

o   See Qualifications section below for details on digital accessibility

Additional Work Details:

         The initial contract is full time, 40 hours per week; Work hours are 8:00 AM 5:00 PM, Monday Friday excluding state holidays and other office closings; Lunch is 12:00 PM 1:00 PM

         Work location is full-time telework

         The candidate may be expected to report to the central office at 400 North Street, Harrisburg PA for meetings, JAD sessions, and other collaboration needs.

         The selected candidate must have a current PATCH check

         The selected candidate is expected to comply with existing agency procedures and policies
