JOB DESCRIPTION

Seeking a highly motivated Technical Project Manager (TPM) to lead the efforts of the AWS migration program and work across business, vendor, and technical areas to ensure that the business & enterprise architectural vision and strategy is aligned with the mission of the client. The candidate is required to have project management experience, AWS experience, able to plan agenda and lead meetings, have prior experience in working within governance structures, identifying project risks, reporting on project status, and working in a matrixed but highly collaborative environment. This position is anticipated to be a long-term engagement and is currently a hybrid / remote position (currently 1 day a week) with the candidate able to come into the Quincy MA office when requested in the future.

DETAILED LIST OF JOB DUTIES AND RESPONSIBILITIES:

The TPM will ensure the proper project governance, project monitoring, schedule management, issue tracking & resolution, implementing corrective actions, status reporting, and ensuring the quality delivery of all products, services and/or results through the strict adherence to all IT, Security, Quality Assurance, Change Management, and Release Management policies and practices.

The Technical Project Manager will have oversight responsibility for the project and vendor teams' activities, schedule, and reporting.

The TPM might have additional responsibilities including gathering technical and business requirements with the help of a Business Analyst; reviewing system design documents, leading security, privacy, shared service team meetings; coordinating system training, piloting, and go live activities.

The TPM shall oversee and coordinate the efforts of the many technical teams and manage the communications with the client shared service teams directly.

The TPM will oversee and report on the progress within each stage of discovery, design, build, migration, testing, training and operational activities of the HSN AWS migration project.

The TPM will work with coordinate and report status to the HSN IT Program/Project Manager, the MassHealth Director of Applications and client IT Strategy and PMO.

The TPM will develop and maintain detailed integrated road maps, project plans, work breakdown structures, project checklists, timelines, tasks, and deliverables.

The TPM will need to manage all system & operational risks and conduct ongoing risk mitigation and escalation protocols.

The TPM will develop and maintain professional relationships with IT and business leadership, with internal & external project teams, including the client organization service units, and end users.

The TPM will define time frames, resource, and funding needs and ensure staffing requirements meet with proper monitoring and quality outcomes.

The TPM will monitor project budgets, resource utilization, procurements, costs, payments, and vendor contract management if so assigned.

The TPM will be responsible for effectively allocating resources, managing schedules and prioritizing workload to ensure the quality, timeliness, and continuity of the HSN AWS migration project by reviewing, approving, and signing off on all project deliverables, including but not limited to: gathering technical and business requirements; discovery, design, implementation, and testing phases from system design to coordinating system training, piloting, and go live activities.

The TPM will ensure all project documentation is prepared in accordance with agency and Commonwealth standards, are stored in our internal repositories as required by our auditors and are properly version controlled via formal project change management process.

The TPM will adhere and enforce all client policies through strong enforcement of change control processes, maintain the configuration document repository to ensure the proper Business Continuity needs are met.

The TPM will follow change order/amendment procedures when required.

Education and Experience:

Bachelor's Degree in Computer Science, Computer Information Systems, Information Management, or equivalent work experience.

Extensive hands-on experience in IT project management, as a project manager, with full accountability and financial responsibility (professional certification preferred)

Strong operational and project management skills in software development lifecycle methodologies (SDLC).

Strong knowledge/experience/familiarity of AWS services or AWS migration experience (or similar services such as Azure, etc.).

Strong understanding of testing methodologies for functional, systems, integration, performance, UAT and security phases.

Able to foster a collaborative work environment and demonstrate excellent leadership skills. Proven ability to develop and maintain effective relationships and collaborate with management, end users, project team members, vendors and across diverse business groups

Proven expertise in oral and written communication and presentation skills.

Possess excellent problem-solving and team collaboration skills as required in project environments.

Proficiency with Microsoft Office, MS Project, and Visio and collaboration tools like MS SharePoint, Jira, MS Teams
