Purpose Our Client is seeking two (2) Project Managers to work in conjunction with the Bureau of Department Information Systems (BDIS) to develop an implementation plan for the Florida Planning, Accounting, and Ledger Management (PALM) Project for the Department. Background In 2014, the Florida PALM Project was created with the goal of modernizing the states financial management processes and system. The Florida PALM Project is replacing the State of Floridas current accounting and cash management systems with an integrated, enterprise financial management solution that will allow the State to organize, define, and standardize its financial management processes. MANDATORY Technical/Business Skill Set Requirements ((must be clearly stated on the resume and verifiable via reference checks) Certified Project Management Professional (PMP) Minimum of 12-15 years of IT work experience with Seven (7) year of project management experience with a minimum of Five (5) years in information technology or two (2) years of experience leading accounting and cash management transformations; Requires advanced to expert level knowledge and understanding of managing multiple technologies and functions for highly complexed projects; Experience with Microsoft Visio, Project, Word, Access and Excel. Experience with Waterfall and Agile Development Methodologies. Working knowledge of the Florida Information Technology Project Management and Oversight Standards, as per Florida Administrative Code 74-1. Communicates with IT leadership, business leadership and IT Business Consultants to communicate program strategy, direction and changes. Responsible for tracking key project milestones and recommending adjustments to key stakeholder to identify and prioritize opportunities for utilizing IT to achieve project goals. Must possess extensive knowledge and expertise in the use of Project Management methodologies and tools. Ability to understand, translate, and document all business and user requirements. Goals-oriented proactive team player with the demonstrated ability to multi-task and prioritize in a fast-paced professional environment. Excellent oral and written communication skills; able to garner support from a wide variety of stakeholders. Critical thinker with excellent problem solving skills that can make independent decisions within area of responsibility and expertise. Preferred Experience Knowledge of Florida Accounting Information Resources (FLAIR) or a similar financial, computer based-system; and Florida Planning, Accounting, and Ledger Management (PALM) or a similar financial, computer based-system. Tasks Develop a change management plan for the Departments transition to PALM Services; Provide documentation and act as a liaison to PALM project management staff; and Act as a liaison to the Departments Information Technology and Administrative Services staff. Reporting The Consultant shall at a minimum provide progress/status reports to the Department on a weekly basis. Progress/status reports shall include a list of activities completed by the Consultant during the reporting period. Examples of Consultants Work Experience Provide examples of the Consultants work experience similar to the scope of the RFQ. Demonstrate in detail how the experience is similar and whether the organization for which the services were provided is comparable to the State. Basis of Award Award shall be made to the Vendor that offers the best value to the Department pursuant to Rule 60A-1.043(3), FAC. Interviews will be scheduled with the most qualified Consultant, upon review of the RFQ responses.
