Job Title: .NET Database Developer Location: Pittsburgh, PA or Cleveland, OH or Columbus, OH and Detroit, MI - Hybrid (Local or nearby only) Duration: 12+ Months Visa: No H1B & Opt, Cpt 1) Microsoft .NET software development and deployment technologies which includes experience working with C#.NET software applications and Internet services applications: ASP (IIS), .NET Core, HTML, XML, and Web Services. 2) Integrated development environments (IDEs) such as Visual Studio and database management using Database Projects and Entity Framework. 3) Source code repositories such as Microsoft Team Foundation Server/Azure Devops and Git. 4) Administration of Microsoft Windows Server and desktop operating systems and the interrelationships between major system components including networking, storage, server, operating system, authentication methods, application code, and disaster recovery technology. 5) Microsoft SQL Server 2014, 2017, 2019 and 2022 that includes general database administration tasks such as developing Microsoft SQL Server database objects, database server implementations, ETL/SSIS code deployments, backups, creation of DB authentication principals, system and query performance tuning, TSQL and development of stored procedures. PURPOSE OF THE POSITION: The purpose of this position is to support and maintain the Agencys databases which store and process confidential taxpayer information. This position is responsible for maintenance tasks to ensure Agency database servers are high performing and meet established service level agreements for performance and availability. Also ensures that the databases are backed up and fully recoverable to minimize data loss via the Agencys business continuity and disaster recovery plans. DESCRIPTION OF ESSENTIAL JOB FUNCTIONS: 1. Analyzes database management systems, schemas, performance and backend storage to ensure database systems meet application software project requirements and data storage capacity requirements as directed. 2. Contributes in developing annual budget to ensure funding for the Agencys database management systems and the technology and human resources required to implement, support and maintain it. 3. Collaborates with members of the Information Services department to develop and execute both tactical and strategic architecture plans and implementations for Agency databases. 4. Assists in researching and providing recommendations for a database technology roadmap, including cloud, on premise, and hybrid solutions. 5. Implements database management tools that support the secure configuration, design and ongoing management of the Agencys database management systems as directed. 6. Implements upgrades and enhancements to Agency database management systems hardware and software as directed. 7. Maintains and supports database server software and associated management tools as directed. 8. Maintains data management systems to support real-time integration and advanced analytics. 9. Implements and supports database, backups, recovery, DR, patches and upgrades as directed. 10. Ensures all database change processes are auditable and align with Agency audit compliance requirements (e.g. SOC-1, PCI, FTI, etc.) 11. Tracks changes made to database artifacts. 12. Ensures clear separation of duties between IS software development and operational database responsibilities within the Agency. 13. Deploys Agency developed software according to database configuration standards. 14. Maintains technical knowledge in applicable areas of IT, software development, configuration management and security. 15. On-call availability required. Requires assignments and system support requests to be completed at various hours of the day. (typically only 1-2 times/month) 16. Performs other related work as assigned. REQUIRED QUALIFICATIONS: Bachelors degree in information systems or closely related field; supplemented by 5-10 years experience designing, implementing and managing enterprise databases; or an equivalent combination of education, training, knowledge and hands-on experience in the following disciplines: Microsoft .NET software development and deployment technologies which includes experience working with C#.NET software applications and Internet services applications: ASP (IIS), COM+, HTML, XML, and Web Services. Integrated development environments (IDEs) such as Visual Studio. Source code repositories such as Microsoft Team Foundation Server/Azure Devops and Git. Administration of Microsoft Windows Server and desktop operating systems and the interrelationships between major system components including networking, storage, server, operating system, authentication methods, application code, and disaster recovery technology. Microsoft SQL Server 2014, 2017 and 2019 that includes general database administration tasks such as developing Microsoft SQL Server database objects, database server implementations, ETL/SSIS code deployments, backups, creation of DB authentication principals, system and query performance tuning, TSQL and development of stored procedures. Industry standard certifications for Microsoft software development, Microsoft Server Operating Systems, Microsoft database management systems, and VMWare are a plus.
