Enterprise Tracking System:

The Enterprise Tracking System project consists of tracking systems to support many different program offices. The Enterprise Tracking System will be designed in such a way to be as flexible as possible to support the diverse needs of our program office with minimal code changes.
Provide automated retention record expunction
Provide a universal tracking system and repository for the Program/Support Offices. Currently, various systems are being used.
Display within the PO/SO, who has reviewed/signed and who is outstanding in their review/signing.
Organize documents by program office to prevent visual clutter and difficulty in finding documents.
Allow reviewers to ask questions or make comments concurrently in a specific question or comment section.

Code base and Technology:

We are planning to use code base from Department of Corrections.

Technologies used in code base is .NET Core (for middle tier, business logic and services), Angular (for UI) and database is SQL Server.

Contractor s Responsibility:

The contractor s primary responsibilities will be to work in a team environment as a Senior level programmer (Technical Specialist) on the development of ERP system based on code base acquired from DOC. The team will be responsible for ensuring the utilization and compliance with Software Engineering Processes (SEP) and Systems Development Life Cycle (SDLC SCRUM) methods to include:

1) Requirements management,

2) Configuration/Change Management,

3) Defect tracking and resolution,

4) Test planning, coverage, and proficiencies,

5) Version Control and production release cycles,

6) User and systems level documentation,

7) Programming/Development and Software Standards,

8) Implementation and deploy plans and strategies; specifically pertaining to the following areas of expertise:

The candidate will be a member of the systems development team that will be responsible to develop and deliver the ERP system from its inception to production.

The consultant will work with agency information technology staff to define systems requirements, assist with development, perform system testing, assist with data conversion, and participate in the preparation of procedural manuals and system documentation as request by IT and/or Business.

The consultant will lead and provide development support for this project. Development on this project is currently under way utilizing the .NET Core /SQL server and Angular platform. The candidate should also have knowledge of SQL Server Reporting Services (SSRS) and Microsoft SharePoint. Work will be assigned by the appropriate Unit Chief and performed independently with initiative and reviewed upon completion.

The contractor will perform senior level software programming and analysis work to include: functional and non-functional requirements translation and validation, design and development of highly complex integrated system modules and business logic, code reviews, interfaces, database schemas, stored procedures, software testing and debugging of programs and affiliated interfaces, creation and evaluations of SEP documents and associated ARB review and presentations, software quality assurance (SQA) initiatives, coordinating with other cross-functional technical team leads, assessing and reporting project status, developing implementation play books with integrated Go or No-Go decision points and roll-back strategies, and documenting computer applications, and team oversight for Software Life Cycle Management compliance.

DHS shall provide workspace within its office at 2525 North 7th Street, Harrisburg, PA. This position is eligible for telework. In addition, DHS will supply all necessary hardware, software for daily use as needed to complete assigned work items.

Required Qualifications:
Solid understanding of user-centered design principles, excellent visual design skills, great technical know-how, and a proven expertise in interaction design.
Ability to produce great ideas and can express them in a variety of different ways, be it a whiteboard, Adobe, Paper & Crayons, Wire frames, etc. Able to interpret the team s ideas and translate those into presentable documents.
Have a creative eye and a keen sense for color, typography, layout, and usability.
Ability to come up with ideas and UI's that marry business problems, customer needs and innovation all in a useful package.
Proven experience in utilizing configuration management tools, design tools, debugging tools, and any other environment specific tools necessary to create, test, and implement an application.

Proven experience in providing excellent written and verbal communication skills to develop new business process and programming solutions as directed by business and technical stakeholders.

The objective of this engagement is to assist in the development and implementation of .NET component solutions including the user interface, SSRS, and SharePoint for the ERP System. These .Net Component solutions, using C#.net, will meet the Department s requirements to support public facing applications

II-1 Work Skills

The contractor will possess:

Must know .NET Core/Standard or latest application

API development and use of REST API

REST API security based on Token, including use of caching and logging defined by IT management

Build and deploy using release pipelines and YAML

SQL server and Entity Framework

SSRS / Power BI Reporting

API Documentation

API performance testing

Use of Powershell

Azure deployment experience is a plus

Migration of classic ASP to .Net is a plus

ASP.NET MVC development experience is a plus

Subject Matter Expertise (SME) developing and supporting highly complex web applications with workflow and process capability

Demonstrated experience with an application development methodology along with experience in database modeling and design.

Excellent oral and written communication skills.

II-2 Tasks

Specific work items for the contractor are:

1. Assist in the creation of the frontend User Interface for the Workflow and Tracking project.

2. Assist in the creation of the required reports that have been identified for the Workflow and Tracking project. These will be created using the SSRS tool.

3. ERP also needs to integrate with Microsoft SharePoint Online for Office 365 concurrent updates and version control and site. The candidate will assist in the creation of this interface.

II-3 Deliverables

Specific work items for the contractor from 07/01/2024 6/30/2025 include:

Assist in the creation of three new modules for the ERP system.

a. Pre-ERP (internal Assignment tracking)

b. OLA Bill Analysis

c. Budget

Assist in the creation of additional core items needed:

a. USEC style data sync with ETS in cloud

b. Track from all activities in system including send email via system

Assist in the creation of New additional attributes for each module
Transition and Maintenance
