Job Description:

We are seeking a Business Architect Consultant with expertise in enterprise architecture, specializing in the business architecture domain. The ideal candidate will have knowledge and experience with EA standards (e.g., MITA, TOGAF, Zachman), and will support the development of MVPs and an agile/iterative practice of enterprise architecture and business architecture products. A Business Architect plays a critical role in aligning business and technology at a foundational level. Here are some key responsibilities of a Business Architect:

Initial Areas of Focus:
ETS Program Pilot: Establish and carry out a business architecture strategy and toolkit specifically for IT capability domains, such as IT Planning & Strategy; IT Administration; Product Management; Solution Delivery; Quality, Certification and Compliance; Enterprise Service Management; Infrastructure; Data & Analytics Support; Security; Customer Experience & Engagement; and Solution Delivery Support.
Group Facilitation: Lead group discussions and exploratory sessions to foster collaboration and idea sharing.
Capability Assessment: Perform assessments, analyses, and modeling of capabilities to understand current state and identify areas for improvement.
Architecture Repository: Develop viewpoints, views, models, metadata, and relationships and store them in the Architecture Repository for easy access and reference.
Reporting and Visualization: Generate essential document reports using Sparx Enterprise Architect and create dashboards/visualizations in Prolaborate as part of the MVP.
Product Maintenance: Ensure the upkeep of key Business Architecture products and their corresponding documentation.
Model Creation: Design models and graphical representations at various levels tailored to different audience types for optimal value and understanding.
Management Recommendations: Provide guidance on management decisions, such as prioritization, trade-off analysis, and business scenario analysis.

Required Skills and Experience:
Planning and Designing Business Architecture Strategy: Scrutinizing various business scenarios and planning a business architecture strategy based on them.
Creating and Reviewing Business Architecture Strategies: Aligning the goals of different programs and divisions with the business outcomes and strategic plan of DHCS.
Experience with healthcare state governance agencies in California, or similar, experience with Federal healthcare agencies, etc.: For examples, such as California Department of Health Care Services, Medi-Cal, Covered California, industry healthcare experience, etc.
Evaluating Internal Processes: Suggesting improvements to better internal processes, lower costs, and organize training sessions.
Conducting Capability Assessment, Analysis, and Modeling: This involves developing capability maps and assisting with enabling technology for company use.
Creating Viewpoints, Views, Models, Metadata, and Relationships in the Architecture Repository: This is a key part of the role, as it helps bridge the gap between strategy and execution.
Developing Key Document Reports and Dashboards: Using tools like Sparx Enterprise Architect and Prolaborate to develop reports and visualizations.
Maintaining Key Business Architecture Products and Supporting Documentation: This involves keeping all business architecture products up-to-date and well-documented.
Proven ability as a Business Architect to communicate effectively: The Ability to communicate effectively to technical and non-technical/business audiences and understand the differences in communication approaches to both types of audiences.
Creating Models and Graphical Representations: Tailoring these to different types of audiences for maximum value and contextual understanding.
Making Management Recommendations: This could involve prioritization, trade-off analysis, business scenario analysis, etc.
Synergizing with Other Disciplines: Working in conjunction with other professionals to augment different components of the overall business architecture.

The successful candidate will be a strategic thinker, and a trusted advisor in all areas of business architecture.
