Data is one of our most valuable assets and we strive to become a more data-literate and data-driven organization. This position works under the direction of the Technical Lead and will work on a small, collaborative team that uses agile practices to deliver value to our business partners. The focus of this position is on providing effective hands-on leadership to the development team and quality assurance analysts to align with agency policies and best practices. This position also provides direction and oversight to an extended team of data analysts to ensure they are following agency policies and best practices. There is also emphasis on effective collaboration with other teams (e.g - business, IT, security, etc.). Job Responsibilities Job responsibilities are generally 75% leadership and 25% development but may fluctuate based on business needs. Provide leadership to define, document, maintain, and enforce development standards for the data management platform including Alteryx, Tableau, MDM, data lake, data quality framework, control-M, SQL Server access, scripting languages, and evolving technologies. Perform annual security reviews for those tools/solutions as well. Define, direct, and monitor Tableau site configuration and organization, performing annual reviews of security and implementation. Define, direct, and monitor Alteryx configuration and organization, performing annual reviews of security and implementation. Develop a thorough understanding of agency security and privacy policies and provide leadership in effective development implementation and enforcement. Provide proactive, hands-on leadership and mentoring for the development and QA teams to ensure consistent and effective implementation of tools, technologies, and processes. Perform regular design and code reviews for all data management solutions, providing positive and constructive feedback to grow development maturity levels. Provide leadership to implement and maintain CI/CD tools and automation. Provide leadership to evaluate and recommend new technologies. Provide leadership to migrate to cloud technologies. Develop and document high-level implementation plans from a technical perspective. Provide leadership and coordination for proof-of-concept efforts. Lead small projects as necessary. Coordinate troubleshooting efforts for production problems, performing analysis as needed. Coordinate effective production support and monitoring to meet service level agreements. Provide leadership for technical operations and upgrades. Coordinate code promotion deployment procedures and monitoring. Work collaboratively with other teams, performing researching and documenting justification for recommended approaches as necessary. Coordinate user groups with analysts in a decentralized team for self-service data access tools. Provide leadership with software installation, upgrades, and monitoring consistent usage. Coordinate new developer software installations. Management of the product lifecycle including, creation, enhancement, maintenance, updates, and decommissioning. Champion and enforce release management processes Requirements Leading development team for data management or BI, providing mentoring for ETL and BI developers (5 years) Gathering requirements and developing technical specifications for ETL 8 years Using ETL tools to design ETL jobs (ETL 8 years, preferably 2 years of with Alteryx) Management of multiple ETL tools (5 years) Developing various types of data loads (e.g. incremental, history/full, survivorship rules) 8 years Implementing change data capture (CDC) 8 years Testing and debugging ETL 8 years Developing complex SQL - 8 years ETL job scheduling 5 years Loading data warehouses using ETL tools 8 years Data modeling 5 years Experience with source code version control software 5 years Experience with analytical tools such as R, Python, and SAS - 5 years Administration of data management and BI tools - 5 years Experience with CI/CD tools 5 years Experience with data governance including data usage, metadata, data management, data quality, and security. Ability to manage multiple, concurrent projects and tasks Strong interpersonal skills including communication, mentoring, collaborating, and team building Ability to work productively with cross-functional working groups and across organizational layers with consideration for agency priorities. Strong knowledge and understanding of business needs with the ability to establish/maintain high level of customer trust and confidence. Knowledge of agile approaches. Knowledge of cloud data platforms. Knowledge of ESB tools. Familiarity with MDM implementation, data quality tools and frameworks.
