Job Description

The worker will provide comprehensive oversight of the TxDOT Network Architecture. Work involves directing the activities and staff of the network architecture teams; participate in establishing a strategic plan with goals and objectives along with tools to measure progress in meeting goals; participate in daily operations; participate in vendor management activities and monitoring; managing highly advanced network projects; managing activities associated with a local area network (LAN) or Wide Area Network (WAN) Internet and intranet systems; planning, designing, and integrating data telecommunications networks; oversight for designing, installing, and monitoring network systems; developing policies and procedures; preparing budget recommendations; and evaluating potential network enhancements. Reports to the Chief Information Officer (CIO). Manages a team of professional and technical employees.

Worker will perform these tasks:

Responsible for developing and executing short and long-term strategic plans to ensure network capacity, reliability, scalability, and security needs are met now and into the future.

Leads a team of Information Technology professionals; Leads the creation and delivery of solutions as a Subject Matter Expert; Provides expert guidance to the team on new solutions and designs.

Conducts research and recommends changes in services, products, protocols and standards to support development efforts and network procurements.

Reviews proposed solutions to ensure the delivery of a quality product or service to the customers.

Evaluates network technologies for potential acquisition and directs the evaluation of various hardware and software resources to identify strengths, weaknesses, and potential benefits to the agency.

Manages third-party vendor and leads, directs, and utilizes knowledge on best practices in areas related to networking, data, and telecommunications.

Monitors and defines the requirements of the overall security of the enterprise network. Oversees the monitoring and implementation of hardware and software solutions to help mitigate a wide variety of network attacks.

Mitigates escalations of client incidents and issues. Assess and troubleshoot, consult with vendors, and coordinate with other teams for problem resolution.

Manages and establishes priorities for maintenance, design, development, and analysis of complex network systems.

Perform current state and future state network service mapping, conducts gap analysis, estimates and plans delivery milestones, communicate plans and progress, and leads cross-department development meetings.

Performs other job responsibilities as assigned.

Layer 1, 2, and 3 network technologies

WAN and SDWAN communication technologies

Firewalls & switching

Wireless communication technologies

Business practices of the applicable industry

Supervising professional and technical staff

Leading, assigning, reviewing, and monitoring the work of others.

Maintaining a safe working environment

Oral and written communication to convey complex and highly technical information to a diverse audience.

Minimum (Required) Years Skills/Experience:

4 years  Bachelor's Degree from an accredited four-year college or university, preferably with major coursework in information systems, computer science, or a related field.

8 years Network operations, network projects, and/or related IT activities

Preferred (Optional) Years Skills/Experience:

4 years Supervisory/managerial experience

4 years Public sector experience (Federal, State, or Local Government)

4 years ability to prepare and deliver presentations to large groups
