Note: ******Hybrid Schedule: Currently local candidates will be highly preferred.

Position will be hybrid, onsite 2 days a week (Mon/Tue). NO remote only option.

. Will need to be onsite starting day 1 for hybrid work schedule - In office 2 days a week. NO REMOTE ONLY OPTION.

Skills:

Experience with large scale enterprise-wide vendor solution deployment for Enrollment Broker systems. Required 4 Years

Experience working with Accounting and Finance projects. Required 2 Years

Multi-disciplined IT Background with experience writing requirements for COTS solutions. Required 8

Years

Experience in RFP requirements writing that have resulted in successful COTS implementations. Required 4 Years

Experience with drafting requirement traceability matrices and test plans for requirement validation Required 10 Years

Strong verbal and written communications skills Required 12 Years

Skilled with IT process/methodology (e.g. ITIL, COBIT, LEAN, Six Sigma, CMM) and experience implementing Highly Desired 4 Years

Experience with Joint Application Design (JAD) session facilitation Required 10 Years

Description:

This position will be working with the Medicaid Enrollment Broker System to create a request for Proposal and statement of work preparation. This involves working with the customer gathering requirement for the RFP.

Tasks:

Meet with multiple stakeholders within DTMB. Identify and document solution-based requirements for RFPs and all other requirements (including technical requirements, data conversion and interfaces). Manage service level agreements and associated metric definition, tracking and executive reporting. Draft requirement traceability matrices and test plans for requirement validation. Identify and communicate project status, concerns, and opportunities to internal stakeholders.

Knowledge of commonly used concepts, practices, and procedures within a particular field. Familiar with relational database concepts, and client-server concepts. Relies on limited experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision; typically works with a project manager. A certain degree of creativity and latitude is required.

Development of statement or work & validate with customer and procurement activities.

Review contracts for compliance with DTMB Procurement standards.

Leading and providing updates and status on procurement related tasks to project managers, management and others as needed.

Ability to analyze business needs and solutions to determine deliverables to be included in SOWs or RFPs

Experience in Requests for Proposals (RFPs), Requests for Change (RFCs), Invitations to Negotiate (ITNs), Proposals for Change (PFCs), Contract Change Notices (CCNs)

Prepare templates, standards document to improve procurement processes.

Research, compiles, and analyzes data on new and existing contracts and provides recommendations for problem resolution.

Reviews, provides input and guidance, and approval of requirements both functional and non-functional that are the basis for development of Requests for Proposal (RFP) and subsequent Statements of Work (SOW).

Contributes BA expertise in the review and approval of RFPs and SOW language.

Provides oversight of the creation and validation of estimates, and schedules created by Business Analyst staff for the requirements and test activities for large, multi-agency, or enterprise projects.

DTMB process subject matter expert in leading the development of program level requirements for large, multi-agency, or enterprise projects utilizing both traditional requirement definition and decomposition techniques (waterfall)and User Story Mapping, Theme, and EPIC identification and decomposition techniques(agile).

Reviews and approves functional design requirements that include sensitive data types (such as highly confidential data, PCI, PII, etc) and/or the creation of security design requirements for large, multi-agency, or enterprise projects.

Reviews and assesses the impact of enterprise Requests for Change (RFCs) to agencies systems.

Leads and facilitates sessions to define implementation plan requirements and details. Validates and approves IT implementation plans and results for large, multi-agency, or enterprise projects.

Directs activities of Requirements Gathering team on software development with DTMB staff and outside consultants by enforcing DTMBs SUITE methodology.

Directs the activities necessary to develop and maintain requirements and functional design documentation of Customer Applications.

Derives options and estimates for the requirements gathering, functional design (waterfall), User Story creation (agile) and contributes to estimates and options for design, development, testing and implementation of software projects.

Perform related work as is deemed necessary by the supervisor.

Other duties as assigned.
