Title: Web Application Programmer Location: Tallahassee, FL Duration: Long Term Job Description CONTRACTOR QUALIFICATIONS AND EXPERIENCE: Contractor staff assigned to this agreement must possess the following minimum qualifications and experience: 5.1. Ten years of experience with SQL server and Oracle databases, especially on database design and writing database stored procedures. 5.2. Ten years of experience in developing applications using C# on a .net framework, MVC, web API, Ajax, JavaScript, JQuery and bootstrap. 5.3. Five years of experience with DevOps and Git. 5.4. Ten years of agile development specifically in using the SCRUM framework. 5.5. Ten years of experience of software development life cycle. 5.6. Four years of experience of developing application using Entity Framework. 5.7. Five years of experience developing application using .net core. 5.8. Three years of experience developing applications in cloud environment on Microsoft Azure. 5.9. Ten years of experience developing web services. 5.10. Five years of experience with Versa Regulation and Versa Online. 5.11. Five years of experience with developing applications in Azure. 6. CONTRACTOR RESPONSIBILITIES: 6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified: 6.1.1. Create system designs, applying state of the art requirements gathering, requirements analysis and design practices. Daily analysis and development of system enhancements, additions and bug fixes as directed by the Department. 6.1.2. Modify and create application code and database code, applying state of the art development practices and processes as directed by the Department. Daily work tickets are assigned by the Department and often require code modification or enhancement. 6.1.3. Troubleshoot and determine resolutions to system issues and bugs identified by the Departments Medical Quality Assurance group and the Applications Management team. Daily work tickets as assigned by the Department. 6.1.4. Document application modifications and additions daily as coding tasks are assigned by the Department, and store in a document repository. 6.1.5. DATA SECURITY AND CONFIDENTIALITY TASK: The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order. 6.2. DELIVERABLES: Contractor will complete and submit the following deliverables to the Department in the time and manner specified: 6.2.1. Monthly: Provision of web application programming services in the time and manner specified in Tasks 6.1.1-6.1.4. 7. METHOD OF PAYMENT: 7.1. A purchase order will be issued to the Contractor. 7.2. The method of payment for this purchase order is unit rate. 7.3. The Contractor will not receive payment in advance for goods or services described in this scope of work. 7.4. The Contractor must submit an invoice monthly that provides a detailed accounting of the deliverables performed during the invoice period for which payment is being requested. 7.5. The Contractor is responsible for the performance of all tasks and deliverables contained in this scope of work. 8. PERFORMANCE MEASURES AND FINANCIAL CONSEQUENCES: All deliverables and related tasks must be completed 100% as specified. Failure to satisfactorily complete or submit a deliverable in the time and manner specified will result in a financial consequence as indicated below: 8.1. Failure to complete and submit Tasks 6.1.1 through 6.1.4 in the time and manner specified will result in a payment reduction equal to 80 percent of the total monthly invoiced amount. 8.2. Failure to comply with Task 6.1.5, DATA SECURITY AND CONFIDENTIALITY will result in a payment reduction equal to 10 percent of the total monthly invoiced amount for each month the Contractor is not in compliance. 9. CONTRACTOR TRAVEL REIMBURSEMENT: The Contractor will not be reimbursed for any travel expenses under this agreement.
