Visa Restrictions: USC, GC, GC-EAD, TN, or H4-EAD with at least 2 years left on visa Top 3 Must Have Skills: Bachelors degree in Computer Science, Information Technology, or related discipline 8 years experience in Full Stack Software Engineering (Java, Spring Boot, Angular, Postgres, Azure) Prior experience working with Pharmacy Benefit Management (PBM) solutions, such as Express Scripts, Magellan, CVS Caremark, or OptumRx Note: this is a Lead position, so candidates will need to demonstrate impeccable communication and confidence. Position Description: Lead Software Engineer will support the health plans Card to Care Value Stream. As Lead Software Engineer, they will directly advise the Pharmacy Benefits Management IT Solution Manager and will perform complex analysis, design, development, automated unit, and integrated testing, and debugging of computer software. The team is a dedicated pod that designs, codes, tests, develops, and documents application programs. They work with end-users and project stakeholders to define system scope and objectives. Successful performance in this role means effective and efficient delivery of modifications to and execution of maintenance for operational programs and procedures. The Lead Full-Stack Engineer will mentor junior members of the pod and serve as the subject matter expert on the software solution. What Youll Get to Do: Lead a team of software engineers in the design, development, and implementation of multiple applications. Perform and lead detailed technical design, coding, code review and testing of new applications and enhancements of existing applications. Serve as a subject matter expert for specified systems and their subsequent applications. Develop and/or analyze interface design documentation. Comply with hardware and software systems standards and procedures. Deliver large systems for tens of thousands of users. Ensure compliance to the dev/sec/ops practices and policies. Identify gaps in requirements and solve problems for the supporting staff. Identify sequencing of services and technologies that are integrated in later phases of the project. Lead the evaluation of risk and opportunity impacts to existing or proposed projects/programs and implements risk mitigation actions. Develop ways to improve performance and increase system availability. Provide recommendations to infuse new technology. Compile, assess, and report data results from software testing and analysis. Support Project Manager as the technical team lead on the project. Estimate the technical costs of projects for clients and project managers. Confer with clients to identify requirements and determine desired outcomes to formulate the design of the system or offer alternatives. Assist in the estimation of development of application features. Lead software design and development teams. Identify, analyze, define, and coordinate user, customer, and stakeholder needs and translate them into technical requirements. Manage technical resources (hardware, software, licenses, and services). Plan and lead transformation initiatives to new software architectures. Extend open-source libraries and systems as necessary to meet the needs of the team. Play a crucial role in product scoping and roadmap/architecture discussions. Continually evaluate emerging technologies to identify opportunities, trends, and best practices. Ensure code quality, deployment standards and practices. Assist in guiding and mentoring less experienced staff and lead a team of matrixed resources. Work closely with Architects, Product Owners, Scrum Masters, and Value Stream Managers to provide insight into delivering business value and meeting objectives. Decompose functional and technical requirements into project activities and tasks and provides conceptual design, prototype, and test cycles appropriate to a chosen technical solution. Identify technical risks and develop mitigation strategies. Introduce and recommend industry best practices and standards for the project. Evaluate and assist in the selection and procurement of hardware and software technologies. Work with stakeholders as well as technical and analytical counterparts to define constraints and develop requirements and concept of operations documentation. Review the work of other developers and provide feedback. Youll Bring these Qualifications: 8 years Software design and development, software test and evaluation, software requirements management. Bachelor's Degree in Information Technology or Computer Science (in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience). Cloud Developer Certification. IT Security Essentials Certification. Hands-on skills and experience on following technologies: o Java o Spring Boot o Angular o Confluent Kafka o Azure Cloud o Azure KV o Postgres DB o ADLS o Snowflake Healthcare IT Payer experience. Pharmacy Benefits Management experience. Understanding of architectural practices and design. Demonstrated experience with front-end and back-end programing and integration frameworks and tools. Knowledge of cloud technologies ( e.g. AWS, Azure). Knowledge of database technologies (e.g. cloud, SQL, Oracle, Mongo DB, PostgreSQL, etc.). Fundamental knowledge of software engineers best practices, agile methodologies, CI/CD pipelines. Knowledge of test-first practices including Test-Driven Development (TDD) for unit tests and Behavior-Driven Development (BDD) for automated acceptance tests. Strong experience with Deployment/Continuous Integration/Continuous Testing/Continuous Delivery processes and tools and have expertise in CI/CD tools and framework. Experience with deploying a global application and configuration management. Ability to communicate technical requirements to all levels of expertise. Proficiency in establishing and maintaining good working relationships. Knowledge and understanding of software development life cycle (SDLC). Proficiency with integrating complex and/or existing systems. Knowledge of programming languages (e.g. JavaScript, C, Python, etc.). Excellent communication skills both written and verbal. Ability to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Ability to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.
