From: Ramashankar, vyzeinc [email protected] Reply to: [email protected] Job Description - Position: (IV&V) Framework and Processes Auditor Duration: 6+ months Location: ONSITE IN UNIONDALE, NY . client-LONG ISLAND POWER AUTHORITY Summary Our client is currently reviewing and enhancing its Independent Verification and Validation (IV&V) processes for evaluating the performance metrics of its service providers. The aim is to ensure that these processes are comprehensive, strong, and can meet quality, compliance, and performance objectives. This Scope of Work outlines the requirements for a consultant to conduct a comprehensive review of the current IV&V processes, artifacts, deliverables, and standards utilized by LIPA to review Client LI Performance Metrics (Quantitative/Project Based). This project aims to identify improvement areas (processes, standards, controls, and documentation), ensure alignment with best practices, and enhance the overall effectiveness and efficiency of the IV&V processes. Additionally, the goal is to improve the quality and completeness of the deliverables required under each and to meet standards. The primary focus of this project encompasses the following key components: 1. Process Review and Gap Analysis: o Conduct a detailed review of the current IV&V processes, including methodologies, tools, and techniques. Perform a gap analysis to identify areas where the current processes do not meet best practices or organizational objectives. 2. Artifact and Deliverable Review: o Evaluate the current artifacts and deliverables produced during the IV&V process for quality, completeness, relevance, and effectiveness. Assess the documentation standards and templates used to support IV&V activities. 3. Standards Assessment: o Review the standards and guidelines that govern the IV&V processes and quality of the deliverables within LIPA, assessing their adequacy, alignment with external standards, and applicability to current and future metrics. 4. Recommendation Development: o Based on the review and analysis findings, develop actionable recommendations to im- prove the IV&V processes, artifacts, deliverables, standards, and guidelines. This should include suggestions for process optimization, template updates. 5. Standardizing Metric IV&V Process: Develop a comprehensive framework and procedural documentation for performance management. Define the IV&V process, specifying the depth of analysis required, review procedures, and associated artifacts for quantitative and qualitative/Project-based metrics. Review and enhance existing templates or develop new templates, supporting documen- tation protocols, procedures, and training materials. 1. Quality Standards for Metric Deliverables: o Identify and establish consistent quality standards and review guidelines for various met- ric deliverables in different phases, such as Project Justification Documents (PJDs), Pro- ject Implementation Plans (PIPs), Requirement Documents, Requirements Traceability Matrixes (RTMs), IT test plans, and more. o Establish a set of comprehensive guidelines that will ensure the successful completion of project deliverables to meet the highest quality standards, completeness, and expecta- tions. The objective of these guidelines is to help achieve the project's goals and adhere to set metrics standards, which in turn will ensure the project's overall success and de- sired outcomes. o Create standardized IV&V reporting templates for quantitative and project-based (quali- tative) metrics to ensure uniformity and clarity in reporting procedures. o Develop a framework to review the supporting data to validate quantitative metrics. 2. Skills Development and Training: o Identify specific skills required for IV&V across all practice areas. o Develop training plans for newly developed/updated templates and processes for LIPA Subject Matter Experts. Deliverables: 1. A comprehensive report detailing the findings from the review of the IV&V processes, artifacts, deliverables, and standards, including a gap analysis (Word/PowerPoint). 1. A set of recommendations for enhancing the IV&V framework, focusing on process improve- ments, artifact and deliverable quality, and standards alignment (Word/PowerPoint). 1. A set of updated/additional templates (Word/Excel/PowerPoint) for key deliverables, including: o Project Justification Documents (PJDs) o Project Implementation Plans (PIPs) o Requirement Document o Requirements Traceability Matrixes (RTMs) o IT test plan o Progress Reports (Quantitative and Qualitative/Project metrics/projects) 2. Comprehensive guidelines for each of the deliverables listed in above (3). These guidelines will ensure project managers complete the deliverables with the highest quality and completeness. Ad- ditionally, the deliverables should meet all the requirements and specifications, enabling efficient achievement of the deliverable objective (Word/PowerPoint). 1. Clear and well-defined standards for the IV&V review process, including LIPA's review of the quality and completeness of deliverables to ensure that the final deliverable meets the necessary criteria for success based on best practices (Word/PowerPoint). 1.
