Project Scope: The Office of Public-School Construction (OPSC) Online application was developed to replace all core legacy Visual Basic (VB6) applications with a modern single page web-based application. OPSC Online helped realize the strategic vision and goals by reengineering school bond funding lifecycle, improved program efficiencies by providing online functionality for Local Education Authorities (LEA) to submit eligibility applications, funding applications, fund release authorizations, and supporting documentation online. Later, the existing platform was enhanced by building a new Accounting module which replaced eight legacy Visual Basic (VB6) application with a ubiquitous web-based Accounting module. The new Accounting module was fully integrated with existing OPSC Online functionality to provide a seamless end-to-end business workflow. OPSC requires to further enhance the existing OPSC Online platform to replace the remaining web-based applications, improve stakeholder adoption and use, and to increase business efficiency and productivity utilizing a hybrid Agile Scrum development methodology. In the next Enhancement Phase (#4) we will be developing the following items. This list may expand depending on relevant scope and if any time efficiencies are realized: New DevOps backlog, which will be identified once Enhancements 3 is delivered. Items that were not part of Minimum Viable Product as identified in the overall project charter. Many of these are enhancements that will improve efficiency, user experience, or both. Enhance performance, stability, and useability opportunities. Enhance the Eligibility Enrollment Projection Calculator. Continue to explore ways to improve performance, stability, and data storage. Promote the mandatory usage of OPSC Online by all stakeholders. Enhancements to address; classroom information, Full-Day Kindergarten management, SP_ER functions, Closeout Audit functions, Material Inaccuracy Tracking, Unused Sites Program, Enrollment Projection Calculator, Financial Hardship features, Grant Agreement features, and general system features. Document new features in Maintenance and Operations documentation. Roles/Responsibilities: Collaborate with the Product Owner to create & prioritize the product backlog, ensuring that it aligns with the overall project goals and vision. Facilitate Steering committee meetings to inform the project health, risks and issues and any decisions necessary. Participate in sprint planning meetings to understand the scope of work for each sprint cycle and set achievable sprint goals. Work with the scrum team to allocate resources appropriately based on their capacity allocated by the resource managers for the project effort. Foster a collaborative and self-organizing scrum team environment, ensuring that team members are empowered and motivated to deliver high-quality work. Track and monitor project progress in Azure DevOps tool using metrics such as burndown charts, velocity and sprint cycle time. Facilitate Scrum ceremonies, including daily stand-ups, sprint planning, sprint review and sprint retrospective meetings. Encourage and facilitate continuous improvement within the team by conducting retrospective and implementing feedback. Address conflicts within the team and work to resolve any impediments that may impact the teams ability to deliver. Ensure that the team follows ETS Hybrid methodology best practices, including test-driven development, continuous integration and automated testing to maintain product quality. Oversee the documentation process, ensuring that necessary documentation is created and maintained throughout the project lifecycle. Promote collaboration with customers or end-users, seeking feedback and incorporating it into the development process. Manage the project budget, making sure that resources are utilized efficiently and within the allocated financial constraints. Embrace change and be adaptable to evolving requirements, adjusting project plans as needed to meet customer needs by submitting change requests if necessary. Mandatory Skills: The Product Manager shall have at least five (5) years full time equivalent (FTE) of leading a project through planning and execution while managing risks and issues and preparing and presenting monthly status reports. The Product Manager shall have at least three (3) years FTE of management experience with creating Product Vision, Product Roadmaps, Release Plans, and/or Sprint Plans. The Product Manager shall have at least three (3) years FTE of leading Sprint Planning, Sprint Reviews, Sprint Retrospectives and Daily Standup meetings. The Product Manager shall hold a current certification related to Scrum.
