Role: Sr. Software Analyst with Mainframe Location: Albany, New York Duration: 30 Months Job ID: SLG - 19 - 9319 Client: NY State Respond by Date: 03/26/24 5:00 PM Description This position is for a Software Analyst for the Automated State Support Enforcement and Tracking System (ASSETS). ASSETS is a statewide system that New York's state and local child support enforcement staff use to manage cases and child support collections while also fulfilling federal and state tracking and reporting mandates. ASSETS provides local district child support staff with automated tools to improve Child Support program effectiveness, increase productivity, and enhance program management and monitoring capabilities. The system functionality continues to be expanded with the eventual replacement of the online legacy portion of the Child Support Management System (CSMS). Duties Author Business Documents for a variety of application features including but not limited to use case diagrams, flow charts, data element tables, mock-up screens using Expression / Balsamiq and swim lane diagrams and maintaining them in a software document repository. Work closely with development and architecture staff to refine requirements and assist them in the creation of technical designs and specification documents. The candidate will be expected to provide insight that results in greater efficiency in a variety of child support system processes. Guide joint application design sessions, present and participate in requirements solicitation meetings and interviews, requirement reviews, feature demonstrations and presentations of draft and production features to key users and local staff at conferences and meetings. Work closely with testing staff to ensure tests of developed application modules conform to requirements, and will be called upon to participate in testing to accomplish scheduled implementations of new features. Work closely with legacy staff in extracting business rules from legacy application. Mandatory Requirements Experience (10+ Years) Studies the software application domain, prepares software requirements, and specification documents. Liaises between the software users and the software developers. Conveys the demands of software users to the developers. Skills include: working knowledge of software technology; computer programming experience/expertise; general business knowledge; problem solving/reduction skills; interpersonal relation skills; flexibility and adaptability. Requirements This is an 100% Onsite 84 months interpreting customer business needs and translating them into application and operational requirements using recognized business analysis methodologies (e.g. business process flows, fit-gaps analyses, functional designs, etc.). 48 months experience in creating models using Monarch Tool. 84 months experience in creating and manipulating data in legacy application for testing purposes. 84 months experienced in reading and extracting rules from legacy code (COBOL). 60 months experience organizing Joint Application Development sessions: collaborating with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs. 48 months experience using Team Foundation Server to facilitate creation, analysis, and planning of change requests and bugs. 48 months documenting the as-is and to-be states of the business process or function by using flow charts, process models, functional requirements, use cases and interface designs following the agency standard templates. 48 months experience using HTML/WSIWYG editors to create and maintain mockups. 48 months experience in creating templates for generating the documents for the agency based on policy inputs.
