Our department supports the business and IT through development of our data strategy and moving towards our product-centric model. We support data strategy roadmap development, data analysis, data/solution architecture, and data solution design across the ecosystem. A successful candidate should have experience at multiple healthcare payers, navigating and negotiating data solutions in a complex and matrix organization, excellent communication and consulting skills, and the ability to operate both at a high level in defining data strategy as well as getting deep into the details of designing data models from scratch. Departmental Preferences: Experience working with business and technology stakeholders (SME to Sr. Leadership) to build holistic business processes and information assets, linking the business mission to the Enterprise Data Strategy. Experience implementing analytics and Business Intelligence solutions using architectural models in a sustainable and agile manner. Expertise in Business Intelligence and Data Warehousing. Experience creating high-level architecture and data solution design for data projects (conceptual model, logical data model, data flow diagrams, integration model, sourcing) aligned with Enterprise Data Strategy. Ability to apply enterprise vision to all data projects, communicating different architectural models/strategies that are consistent with business strategies. Ability to create logical and physical data models using the Entity Relationship Diagram (ERD) methodology. Exprience within health care analyzing Health Plan data (Membership, Claims, Provider, Clinical, etc.), and knowledge of the business processes and supporting metrics/KPI Extensive experience architecting and modeling an enterprise use layer, semantic layer, distribution layer, dependent data marts and BI/reporting solutions against a very large Enterprise-wide Cloud Data Warehouse (200+ terabytes) aligned to industry standards. Experience with data architecture for various layers of analytic data stores including data hub, ODS, EDW, ERP, Data Marts and NOSQL databases: PostgreSQL, Redshift, Databricks, and MongoDB. Provide support for architecture discipline as defined by departmental requirements. Provide overall direction, guidance, definition and facilitation for the development of an architecture and its use within the enterprise to deliver business value through technology. Support the planning and decision-making process to determine the fit of technology components into the enterprise architecture. Create technology strategy, vision, roadmaps, business and IT capability models, and conceptual and logical design. Work collaboratively with product, platform and service owners to evolve and align the technology vision including evaluation and selection. Work as a team lead or internal consultant on highly complex assignments and/or projects/programs that require advanced technical knowledge of a particular field of specialization, such as security, cloud, information/data, integration, technical or business. Participate in and may lead aspects of architectural vision and strategy development, including environmental analysis, opportunity identification, value cases and technology innovation portfolio development. Participate in creating the technology vision and guiding principles. Align architectural strategy with business goals. Review and/or analyze and develop architectural requirements at domain, project, or portfolio level. Work with product, platform, and/or service owners and business leaders, when needed, to understand business requirements and help them understand how technology trade-offs influence strategy. Perform detailed analysis of business and IT capabilities and work with business peers to develop and present business capability models and roadmaps to facilitate discussion and decision making with stakeholders across the enterprise. Consult with domain / project / program teams to ensure compatibility with existing solutions, infrastructure, and services. Create, modify, and may approve logical designs and architectures by reviewing end-user topology, security, performance, and interoperability requirements. Ensure the conceptual completeness of technical solutions. Work closely with project, product, and platform management to ensure alignment of plans with what is being delivered Work with project, product, and service teams, and business leaders to understand business requirements and help them understand how technology trade-offs influence strategy Develop, motivate, and mentor IT members to create a team environment. Coach and mentor team members. Evaluate and advise on options, risks, costs versus benefits, system impacts, and technology priorities in moderately complex situations. Advise and collaborate on delivery management reporting status, issues, risks, and benefits. Research and lead evaluation of emerging technology, competitive threats, deficiencies, and industry and market trends to assist in product development and/or operational support activities. Provide technology recommendations based on business relevance, appropriate timing, and deployment complexity. Ensure adherence to roadmaps, standards, and policies in situations of moderate levels of risk and complexity. Analyze the current architecture to identify weaknesses and develop opportunities for improvements. Identifies opportunities for reuse. QUALIFICATIONS Bachelors degree in related field preferred. Seven (7) years of experience in IT and business/industry (architecture design and deployment, systems lifecycle management, infrastructure planning and operations, etc.) with two (2) years of relevant domain experience (data, network, application, systems, etc.) required. Exposure to multiple diverse technologies and processing environments required. Ability to accomplish goals through self-motivation, decision making, critical and strategic thinking to analyze situations fully and accurately, and reach productive decisions. Extensive experience in client relationship management through knowledge and ability to determine and satisfy client needs and maintain a partnering relationship during engagements; includes influencing, communicating, presenting, facilitating, managing and developing others. Ability to think and act strategically to identify and maintain focus on key success factors for the organization. Ability to develop new ideas and initiatives that improve the performance of the organization. Ability to drive consensus on complex matters involving diverse stakeholders where there may be varying points of view. In-depth understanding of the business processes in area assigned. APPENDIX: Solution-Security 1. Work closely with other functional area architects and security specialists to ensure appropriate security solutions are in place throughout all IT systems and platforms to mitigate identified risks sufficiently, and to meet business objectives, regulatory requirements, and industry and domain best practices. 2. Manage relationships with business teams using cloud to plan for upcoming requirements, and continuously communicates with and involves key staff in the maintenance and growth of the security architecture. 3. Recommend cloud security tools and controls including existing enterprise tools that can be extended to the cloud, cloud-native security controls, and third-party offerings. 4. Understand and leverage Cloud Security Access Brokers (CASBs), Cloud Security Posture Management (CSPM), and Cloud Workload Protection (CWPP) tools. 5. Secure application platforms, which includes creating and implementing secure coding and configuration standards. 6. Communicate security risks and solutions to business partners and IT staff. Solution-Technical 1. Builds and support the technical architecture needed to generate sustained, differentiating value for the business. 2. Develop technology architecture that enables and drives new business capabilities and operating models. 3. Define requirements, principles, and models that guide technology decisions for the enterprise. 4. Establish long-term journey and incremental path with enterprise roadmaps. 5. Drive digital innovation by leveraging new technologies and approaches to renovate, extend, and transform the existing core technology base and IT estate. 6. Define metrics to measure and demonstrate enterprise technology value. Solution-Information 1. Assist in the creation of and provide recommendations related to the information architecture and information management strategy for the organization. 2. Partner with business leaders and rationalizes information in the value chain to provide strategic recommendations to maximize the value of information assets via their creation, access, and use. 3. Assess the benefits and risks of information by using tools such as business capability models to create an information-centric view. 4. Develop and maintain data standards, policies, and practices. Defines the data classifications and data zoning to allow information assets to be immediately identified and proactively managed. 5. Aid in the analysis of data and analytics security requirements and solutions and works with Security team members to ensure that enterprise data assets are treated as protected assets 6. Develop and implement an archiving and recovery strategy and load strategy. Develop a metadata management repository strategy. Solution-Integration 1. Analyze enterprise business context (trends and business strategy), as well as change requirements in other architecture viewpoints, to make recommendations about the integration architecture future state. 2. Define, communicate, and document patterns, standards, and technologies for the enterprise integration architecture. 3. Develop repeatable integration technology/information solution patterns for application of appropriate technology to business requirement 4. Lead documentation of necessary integration architecture design and analysis work 5. Design and create a self-service platform that development teams can use to create their own integration flows when required 6. Analyze integration success and measure effectiveness of integration platforms. Business 1. Assist in defining strategies, principles, and standards to guide business architecture efforts across the organization. 2. Analyze the organizations digital strategy and how the organization currently approaches digital innovation and monetization. 3. Develop ecosystem and business capability models, value stream and customer journey maps to guide agile teams in developing their minimum marketable and minimum viable products, value propositions and drive business outcomes. 4. Construct business capabilities models, value stream models, business process models, customer journey maps, and other critical and relevant business architecture deliverables to help product managers and platform/service owners make investment and change decisions in the product/platform/service life cycle. 5. Help develop a governance plan for ensuring that business architecture is a primary input to the development of other EA viewpoints. 6. Seek ways to drive adoption of new technology and reuse existing technology for enabling business capabilities, value streams and business processes.
