Mandatory Qualifications Within the last ten (10) years the Contractor must have the following: 1. Three (3) years experience with the most complex cloud services 2. Five (5) years advanced software engineering experience with .Net, .Net core, or other languages used for cloud-logic, cloud-function, and web applications 3. Five (5) years advanced database and data analytics background and skills 4. Five (5) years advanced software development skills and experience working with Representational State Transfer (REST) and Simple Object Access Protocol (SOAP) Application Programming Interfaces (APIs) 5. Five (5) years experience as a lead in languages such as Structured Query Language (SQL), Kusto Query Language (KQL) 6. Three (3) years experience setting up, managing and working with and maintaining GIT repositories 7. Three (3) years background in cloud security model design and implementation 8. Five (5) years lead experience building scalable applications for the cloud 9. Three (3) years experience setting up repeatable automated unit testing and test scripts 10. Contractor demonstrate that they are trained in cloud SIEM and SOAR technologies, approaches, and services b. Desirable Qualifications - The following additional qualifications are desired by the CDT for work under this Agreement. Within the last ten (10) years the Contractor must have the following: 1. Five (5) years experience in cloud resource deployment and administration 2. Three (3) years experience as a systems administrator of GitHub and Azure Development and Operations (DevOps) 3. Three (3) years experience working with GitHub actions or Azure DevOps automation 4. Three (3) years experience using Docker container development and deployment 5. Training and experience with the agile approach 6. Three (3) years experience leading developers in agile approach 7. Project management training and experience (PMP certification, etc.) The objective is development of the automation and technology of each involves, at minimum, both security and automation professionals. Security professionals are skilled at planning for, setup, administration, operation of SIEM and SOAR systems, plus the interpretation of telemetry output produced by each. Automation professionals have the software engineering skills for building the automation required for both SIEM and SOAR environments. The project tasks and deliverables are: 1. Work with SOC security staff to help plan automation SIEM, SOAR and query resources that need to be constructed 2. Act as application architect in leading development of complex SIEM and SOAR automation 3. Lead development in sprints related to SIEM and SOAR 4. Build, test, and document cloud-based automation applications for SIEM and SOAR resources 5. Develop plan to expand coverage for the MITRE (Adversarial Tactics, Techniques, and Common Knowledge (ATT&CK) Matrix for Enterprise, via SIEM and SOAR functions 6. Build, test, and document SQL and KQL queries and query applications 7. Build interface and data connections between security systems 8. Git repository maintenance for the applications and queries 9. Git repository 10. Where applicable, follow procedures for making Git repositories open-source 11. Code documentation, creates context diagrams at program initiation and updates as project evolves 12. Create and manage code repositories for application builds through the utilization of our current Continuous Integration/Continuous Delivery (CI/CD) pipeline methods 13. Participate in meetings, provide weekly and as-needed reports documenting how the billable hours were used, provide job estimates 14. Training for CDT staff with regards to the use and maintenance of applications developed and Git code maintenance 15.
