The City of Austin D/B/A Austin Energy requires the services of a Systems Analyst 3, hereafter referred to as Worker, who meets the general qualifications of a Systems Analyst 3 and the specifications outlined in this document for Austin Energy.

WORK DESCRIPTION:

Control Engineering is requiring an experienced System Analyst 3 position that specializes in NERC/CIP Compliance and Cyber Security with emphasis on ICS. Under limited supervision, this position is responsible for coordinating Subnet Solution Power System Center design and implementation, maintenance of subnet solutions within a Power System Center environment. This role involves ensuring optimal network performance, security, and scalability to support the organization's operational needs. This position will collaborate with cross-functional teams to deploy and manage subnet solutions, troubleshoot network issues, and provide technical expertise to enhance system reliability.

This position will also conduct regular audits and assessments for remote terminal units (RTU). These RTU devices interface in the physical world to a distributed control system such as AEs new Advanced Distribution Control System or SCADA (supervisory control and data acquisition) systems.  This position will also need to

Integrate emerging technologies and industry trends to recommend enhancements or optimizations over AEs infrastructure that in some cases will be old legacy technologies. The position requires exposure to SEL (Schweitzer Engineering Laboratories) RTAC (Real-Time Automation Controller) technologies in programming, configuration and troubleshooting. The position also requires coordination of all associated resources to achieve common goals in a timely fashion. Individuals with experience in industrial control systems in electrical or other utility sectors are required for this position. Candidates with experience working as SCADA Technician, SCADA Analyst, power substation protection, Instrumentation & Controls Technician, Field Technician, or related engineering roles is a must. This opening will also require basic knowledge on North American Electric Reliability Corporation (NERC) CIP standards related to the transmission and distribution systems.

Experience & Skills:

Experience of power systems within Electrical utility for transmission and distribution or Generations.

Experience of the North American Electric Reliability Council (NERC), the Federal Energy Regulatory Commission (FERC), and the Electric Reliability Council of Texas (ERCOT) and the requirements imposed by these entities.

Experience of Various RTU Communication Protocols such as DNP 3.0

Experience to direct the timely production of project proposals and agreements 

Experience to understand database design and application development. 

Experience to perform systems testing of specification requirements. 

Experience to understand and use standard application development design, report and project management tools. 

Experience to effectively participate in multiple projects, or project capacities up to and including Project Management.

Experience to work in a 24/7 environment and response within adequate time

Experience ability to perform objective analyses and re-engineering of business processes to maximize quality service and cost-effectiveness.

Making sure that ADMS and EMS 24/7 real-time control systems are synchronized, consistent and ready for the deployment for the energization of CIP projects and automated distribution field devices.

Experience implementing utility projects from design to field installation and during normal operations RTAC or SEL design

Experience coordinating work with vendors and internally across several workgroups.

Experience reviewing or interpreting circuit maps, electrical drawings, control diagrams and charts for electrical facilities.

Understanding of electric transmission and distribution

Assist in efforts to keep up with the latest developments in the utility industry, to meet North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Electric Reliability Council of Texas (ERCOT) and Texas Public Utility Commission (TX PUC) standards and regulatory requirements.
