Primary Work: This position will be working with Client technical and program area staff to help with analysis, design, communication, facilitation, and code remediation of a transitioning .NET application into the portfolio. Initial work performed will involve modernizing an existing .NET application to a newer and supported framework and architecture. The focus of this positions work will be the Onsite Sewage Programs (OSP) application, however the team member may also be assigned to work on other projects and/or applications associated with the application(s), as specified by Client management. Education: Bachelors or Masters Degree in Computer Science, Information Systems or other Information Technology major, or equivalent work experience. Required Tasks to be performed: Perform technology and architecture upgrades (modernization) to ensure the stability of applications in the Client portfolio. Provide maintenance, enhancement, and support for a variety of the agencys business applications. Maintain and update CI/CD pipelines. Assisting in the preparation and documentation of program requirements and specifications. Writing, translating, and coding software programs and applications per specifications. Assisting in the development and maintenance of user manuals and guidelines. Working with network administrators, systems analysts, and software engineers to assist in resolving problems with software products or company software systems. Providing mentoring and guidance to junior programmers. Required Knowledge, Skills & Abilities (KSAs): 11-12+ years experience with MS Visual Studio, focusing on VB.NET and ASP.NET. 7+ years experience with MS SQL Server databases, T/SQL, database IDEs and SQL Server Reporting Services (SSRS), with the capability to perform tuning, develop complex queries and database objects, including both DML and DDL. Experience working in Cloud Server environments, preferably Azure. Experience with CI/CD pipelines. Knowledge of architectural design patterns, such as MVC. Knowledge of relational and object-oriented database designs. Knowledge of database security, including role-based security. Knowledge of Information Systems Development Methodology (ISDM). Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications and assigned application software systems. Ability to establish and maintain effective working relationships with others. Ability to work independently. Ability to determine work priorities and ensure proper completion of work assignments. Ability to work well under pressure and meet deadlines without sacrificing quality. Excellent interpersonal, collaborative, oral and written communication skills. Preferred Knowledge, Skills & Abilities (KSAs): MS certification(s), preferably MCSD or MCTS. Experience moderating and leveraging Azure DevOps. Experience with C#. Experience using code repositories, preferably Git. Experience in web development leveraging XML and CSS. Experience with Unified Modeling Language (UML). Experience with environmental regulatory business processes and practices. Familiarity with Agile development, specifically Scrum, Extreme Programming (XP) and Kanban.
