This position is remote for the duration of the engagement.

The State is pursuing an HR Digital Transformation initiative to transition from multiple disparate systems to a more modern, integrated solution. The objectives of the HR Digital Transformation project are to procure and implement a system that will enhance
the capabilities provided in the current solutions (Cornerstone on Demand Learning Management and Performance Management, PeopleAdmin Position Description Management, NeoGov Recruitment/Applicant Tracking, SAP HR components in the on-premise solution,
such as Organization Management, Personnel Administration, Time, Benefits, and Reporting).

The candidate will work under the supervision of a contract Program Manager, and will assist in completing the duties and deliverables described below. Candidates are welcome to apply for this requisition, and/or the Program Manager requisition.

The candidate will be responsible for assisting the Program Director, as necessary, in developing short and long-term strategies, evaluating and analyzing various software solutions, researching industry best practices, establishing the HR Digital Transformation
Program Office, and creating deliverables (business case, status reports, requirements documents, stakeholder communications, etc.)

The selected candidate must possess proven ERP HR consultation experience, guiding enterprise clients toward the purchase of ERP HR solutions that meet needs across large, complex organizations. Government experience highly desired. The candidate must be able
to quickly ascertain the clients needs based on capabilities, then assist in developing detailed strategies clearly outlining the required steps, and project timelines necessary to achieve the desired outcomes. The candidate will also be responsible for the
creation of large, complex reports for OSHR executive management and state legislative offices/personnel, adhering to strict timelines for completion.

Duties include but are not limited to all the following tasks and/or outcomes:

assist Program Director in establishing the HR Digital Transformation program office

draft the business case for the project

facilitate communication efforts to gain buy-in from State Executive Leaders and Legislative bodies

design a comprehensive strategy and identify objectives to achieve an overall successful outcome,

assist in designing a change communication strategy and serve as a champion for the project

develop project timelines necessary to achieve the desired outcomes

ensure the project is in scope, on-time and within budget,

determine appropriate staffing resources for the project and deployment of resources,

recommend operations and maintenance resource staffing levels,

centralized, consistent goals and direction for the core project team,

assist with effective program and project change management, communication and training planning and execution

milestones and deliverables are identified, achieved, accurate and in line with the project plan,

project status is regularly, accurately and timely communicated,

solution proposal and resolution of complex issues,

issues and risks are identified early, escalated and resolved,

customer and stakeholder needs and expectations are fulfilled,

ensures the solution meets requirements, regulations, specifications and fulfills its intended purpose,

continuous monitoring and evaluation from inception to completion, and

support the team on the development of the HR RFP(s)

assist in development, review and support facilitation of the evaluation process for the HCM competitive evaluation

Review implementation service provider deliverables to help ensure consistency with SOW and state expectation

Support OSHR Programs as requested and ensure project/program integrations as necessary

Develop documentation in support of OSHR Programs and processes where identified as necessary to understand the \\"As Is\\" and \\"To Be\\" processes and for consideration in communication, training and change management

Support special projects as designated by OSHR specifically as it relates directly or indirectly to the HR Digital Transformation Program

The selected candidate must possess proven experience as follows:

Project management experience that meets the needs of a large complex entity,

State Government ERP project management experience,

State Government HR business process knowledge

Knowledge of SAP ERP on-premise HR-Payroll or similar ERP

Experience implementing cloud HCM solutions, preferably from at least 2 different vendors

Experienced and successful at project planning, controlling and closing,

Effective stakeholder coordination and consensus building,

Efficient constraint resolution,

Productive agency and executive communication and negotiation skills,

Full lifecycle project oversight,

Staff supervision and training

Project implementation meets intended requirements and specifications,

Project implementation meets operational needs of users and stakeholders
