Position:
z/TPF System Programmer

Location:   100% Remote

Duration: 6+ month 

Visa:- USC Only

Role Description:

IBMs support services (Technical Support, Problem Resolution, and Remote Training for the Computing Centers) for the SACS z/TPF environment will meet the following technical requirements of the IRS:

IBM will provide support for the z/TPF operating system environment (hardware and software). IBM will provide resources experienced with application knowledge and expertise on the z/TPF Operating System. IBM resources will have programming language skill utilizing the following languages: High Level Assembler, C, C++, C++.net, Java, Restructured Extended Executor (REXX), and Common Business Oriented Language (COBOL). IBM resources will also have experience with TCP/IP. IBM resources will have TPF Control Program Experience which includes applying Program Update Tape (PUT), assembling linking, and installing new images. IBM resources will have experience in System generation, Recoup and capture/restore. IBM resources will have experience working on the TPF Operations Server (TOS). IBM will develop and maintain z/TPF SACS procedures and checklists and will ensure adherence to all IRS security policies.

IBM will apply experience and knowledge of IBM Message Queue (MQ) family of message-oriented middleware products.

IBM will support the IBM zSeries mainframes and any other hardware or software upgrades acquired by the IRS for SACS and the z/TPF environment.

IBM will engage the z/TPF Lab Support as required to provide technical support in the resolution of software related technical issues. This includes opening cases with the IBM z/TPF support group and submitting Requests for Enhancement (RFE) for improvements to the current operating system.

IBM will support the ECCs in the following ways:

Providing 24x7 remote assistance for the SACS production systems.

Providing the ECCs with operational and functional procedures.

Fulfilling requests to train the personnel at the ECCs in several areas, including problem resolution. IBM personnel currently conduct Learning Thursdays, and this practice will continue.

Assist with system tuning and daily error analysis and corrections.

IBM will help junior level and other programmers, where needed, including on-the-job technical training and mentoring. IBM personnel currently conduct Learning Thursdays, and this practice will continue.

IBM will provide technical support for the testing and implementation of IPv6 as required by the IRS. The z/TPF operating software does not have IPv6 native capability in a current version/release. Further, there are no current plans for this capability to be incorporated in a future version/release. The work to complete remediation for this activity is scheduled for completion by year end 2024.

IBM will provide technical support for the testing and implementation of database encryption on z/TPF. This support will be provided using the TPFDF product. Due to the proprietary nature of this product, it cannot be moved or used on z/OS or Linux.

IBM will provide support and follow the transmittal implementation process to implement all SACS and TOS programming changes in accordance with IRS policies and guidelines. All SACS programming changes will be coordinated with ESD and will be consistent with SACS National Office processes.

IBM will develop operational and technical training materials and conduct SACS technical on-the-job-training for all shifts. IBM will obtain application access using Business Entitlement Access Request System (BEARS) and OL5081 as outlined in the IRS document SACS Accesses and Software Needs for New Personnel.

IBM will develop procedures and drawings that document the z/TPF SACS processes, configurations, and topology. IBM will prepare reports to assist the IRSs ESD and ECC staff in troubleshooting and/or determining solutions to problems. This documentation will become IRS property and will be reviewed and distributed at the discretion of the GTM.

IBM will develop procedures to monitor the z/TPF SACS environment and identify conditions that allow IRS personnel to take remedial action before real-time outages or performance problems occur. IBM will be assigned problem tickets within the ServiceNow ticketing system that relate to SACS, IDRS, CFOL, the Electronic Federal Tax Payment System (EFTPS), and other server connectivity problems. IBM will submit Change Requests that are necessary to streamline operations and/or enhance SACS z/TPF functionality.

IBM will support Disaster Recovery (DR) testing, develop local implementation and daily Operational procedures, and train ECC-MEM and ECC-MTB personnel in DR processes related to SACS. In the event of an actual disaster, IBM will support the required tasks to bring the SACS environment online at ECC-MEM as needed. IBM will contribute to the design, development, test, documentation, and execution of the SACS DR plan. IBM will be knowledgeable of the IRSs GSS 21 Failover Plan and will be prepared to implement a worst case scenario should that be required.

IBM will identify and document methods that can be used to enhance z/TPF SACS notification and automation functions. IBM will also document methods that identify changes to the z/TPF operating system and programs. For example, IBM will help develop triggers for TOS to send automatic email and pager notifications when resources meet critical levels on the z/TPF SACS environment.

Required skills/Level of Experience:

10+ years of experience installing, customizing, and maintaining z/TPF operating system.

10+ years of experience Supporting a stabilized IBM mainframe system environment.

Experienced with SMP/E and Mainframe Software Maintenance with performance, problem determination and resolution skills.

Perform systems planning, installation/decommission, configuration/customization, and patching.

Experience defining and validating data encryption methods and security requirements.

Experience monitoring and managing security reporting ensuring systems are compliant.

Assist systems programmers in the design and management of all regions and LPARs.

Executes regulatory and operational control activities related to user provisioning, de-provisioning, and access re-certification.
