Leading experience of at least 3 year Minimum Technical Qualifications: 1. At least seven (7) years of experience within the last ten (10) years working as a Business Analyst with large organizations, leading or participating in the technical implementation of software/systems/applications automating complex business processes, performing all the following. a. Assessment of analysis scope and tasks b. Planning business analysis tasks c. Facilitating joint application design (JAD) and collaborative design sessions. d. Elicitation, definitions, and documentation of various business, user, and system requirements e. Analysis for business process improvement, application design, and workflow automation f. Modelling and documenting functional requirements. g. Leading and working within cross-functional teams that include business subject matter experts, application architects, developers, and testers. 2. At least seven (7) years of experience within the last ten (10) years producing business analysis deliverables shown in the following list: (CalSTRS may request deliverable-related work samples during Phase 4, Interviews, of the Comparison Process) a. Business requirements and business rules b. Functional requirements and/or functional specifications c. Non-functional requirements d. Stakeholder requests e. Procurement documentation f. Transition plans and/or implementation requirements g. Traceability matrices 3. At least three (3) years of experience using Rational Requisite Pro, HP ALM, Jama, or other requirement gathering tool to document functional and non-functional requirements, design. Specifications and provide full traceability for projects. Technical Qualifications: 1. Experience as a Business Analyst with the State or Federal government. 2. Experience as a Business Analyst leading or participating in the technical implementation of pension/retirement-related software development projects especially Business Intelligence and Data Warehouse solutions include the following areas of focus. a. Pension administration and financial-related data: annual or final compensation, service credit, contributions, interest, payables, receivables, various benefit factor types, benefit formula calculations, payroll deductions, school district reported salary data on behalf of members, Medicare data, etc. b. Investments-related data: portfolio performance and management, investment exposure, private and real estate asset classes, risk exposure, rate of return, net asset value, benchmark, Environmental, Social and Governance (ESG), Sustainable Investments and Stewardship Strategies data. c. Service Level Goals and Objective related data and pension administration related audit data. d. A wide variety of dashboarding, forecasting, and modelling including existing pre-defined reports. for various business areas. 3. IIBA Certified Business Analysis Professional (CBAP or CCBA). CalSTRS may request a copy of Certification. 4. Experience in agile methodology or Scaled Agile Framework. 5. Experience acting as a project manager for software development or implementation projects. 6. Bachelors degree in computer science, Computer Engineering, Management Information Systems or related fields from an accredited or government-sanctioned college/university. CalSTRS may request. a copy of degree. Scope: The client is looking for an experienced Business Analyst with detailed knowledge and experience of requirements management methodologies, requirement elicitation, documentation and management in a pension, financial or similar type system, and to perform various business analysis. Activities related to system implementation and enhancement projects or work efforts. The Business Analyst will be responsible for following either a hybrid System Development Life Cycle (SDLC) methodology or agile/iterative development or implementation/customization approach while working with a variety of CalSTRS business areas on the elicitation and documentation of business and systems requirements with a primary focus on implementation of a Business Intelligence and Data Warehouse (BI & DW) solution with business areas throughout the CalSTRS enterprise to work within Technology Service Branch.
