Title: Sr Business/QA Analyst

Duration: 6 months

Required Background Check: Mandatory ITS Security Agreements and Fingerprint-based Background Check. All Contractors will sign NDA (non-disclosure agreement) and schedule fingerprinting upon initiation of the engagement.

The resource will help the Department of Civil Service (DCS) and the Office of Information Technology Services (ITS) in its efforts to modernize the DCS test management system (TMS) by: one, helping the client better understand business needs; two, gathering additional requirements; three, testing and troubleshooting vendor deliverables and system requirements.

Daily BA Duties:

Analyze existing TMS system requirements to verify an understanding of the system and to

identify any missing or misinterpreted requirements.

Assist with the analysis and documentation of current TMS requirements as needed.

Elicit future TMS state of the state business and user requirements. Elicitation can be through

workshops, interviews, document analysis, or other techniques as needed.

Document future TMS state of the state business and user requirements. Documentation can be

written or visual, as needed.

Confirm DCS validation and signoff on business and user requirements.

Daily QA Duties:

Oversight of TMS vendor testing, including user acceptance testing (UAT).

Document the existing test coverage of the TMS system. Inventory and validate the current test cases and test scripts with the vendor.

Coordinate the maintenance and development of test plans, cases, scenarios, and scripts as needed.

Manage UAT, modifying TMS vendor scripts as needed, making sure that defects are correctly submitted with appropriate criticality and that the TMS vendor is addressing the defects according to the contract.

Identify and manage risks and issues related to testing.

Perform manual testing to validate the system requirements. This may include functional unit testing, regression testing, and integration testing.

Validate results in production after each release.

Track and manage defects. Collaborate with New York State (NYS) and vendor teams to reproduce, analyze, and resolve defects. Manage defects in Jira.

General Duties:

Communicate analysis and testing status to the project team on a regular basis, verbally or in writing.

Provide guidance to DCS stakeholders on the value and purpose of business analysis and testing.

Lead and drive accountability to all team members. Encourage timely communication and signoff from teams.

Provide knowledge for transfer of deliverables.

Required Qualifications:

A minimum of a bachelors degree in Math, science, computer science, psychology, or related with at least 9 years of related experience is required. An equivalent combination of advanced education, training, and experience will be considered.

Required Skills:

The ideal candidate will have a strong background in business analysis (BA) including but not limited to: requirements development, analysis, and documentation; requirement elicitation through workshops, interview, and documentation; documentation of future state requirements; and, collaboration with clients on reviews and sign-off.

The ideal candidate will have also have a strong background in quality assurance (QA) including but not limited to: oversight of vendor testing, including user acceptance testing (UAT); inventory and validation of test cases; maintenance and development of test plans (e.g., methodology, coverage, assumptions, schedule, result reports, and release notes), cases, scenarios, and scripts; management of UAT; manual testing such as functional unit testing, regression testing, and integration testing; tracking and managing defects; collaboration with clients and vendor teams to reproduce, analyze, and resolve defects; managing defects in Jira; and, the validation of test results, reporting on issues and risks as needed.

It is essential that the candidate be able to work independently while at the same time working with both ITS and DCS teams. For example, client teams may not be subject matter experts (SMEs) in BA and QA best practices, techniques, and industry standards, given this, the candidate must have sufficient direct experience in these fields, be highly motivated and positive. The candidate will be reporting to the client through formal verbal and written communications, provide guidance on value and purpose of the candidate's proposed activities, lead and drive accountability to all team members, provide knowledge and ultimately transfer of deliverables.
