Description

Minimally Required Deliverables/Tasks:

Contractor shall assist Commerce with staff for the following roles and responsibilities:
Project Management Liaison (PML): The PML must be knowledgeable and experienced with large-scale or agency-wide project management and methodology. The PML will serve as support to the Commerce Liaison (CL) and the Change Champion Network (CCN) by monitoring and tracking the progress of readiness activities and Readiness Workplan tasks. The PML is expected to create and manage Commerces internal workplan to navigate through the Projects established timeline and internally driven readiness activities and communicate status updates with the CCN. Given the complexity of transitioning to Florida PALM, the PML must be fully dedicated to managing the transition to Florida PALM.

The PML:

with the CL to implement Florida PALM;

Captures and tracks both Project- and internal agency-driven readiness activities and maintain awareness of tasks progress and due dates;
Documents agency-specific Florida PALM risks or issues and monitors identified mitigation strategies;
Assists the CL with identifying agency-wide stakeholders and resources to manage Project-driven readiness tasks and internal readiness activities within Commerce;
Manages Commerce user access to the Project information in Smartsheet software;
Maintains open and frequent communication with the CL;
Participates in internal CCN meetings and engages with other agency stakeholders and liaison roles, as needed;
Participates in monthly Readiness Touchpoint meetings between the CCN and Readiness Coordinator (RC);
Attends Florida PALM meetings, as applicable; and

Sustains momentum for Project-driven readiness tasks and internal readiness activities with transitioning to Florida PALM.
b. Business Analyst: Serves as an intermediary between the Commerce and the Florida PALM, aiming to devise technical solutions that cater to user needs. This role requires expertise in the program area(s) it supports, as well as a thorough understanding of the Florida PALMs systems and capabilities. The Business Analysts responsibilities include evaluating Commerces operational processes to understand their strengths and weaknesses to identify opportunities to automate manual processes and enhance system functions. The Business Analyst plays a key role in redesigning business processes and documenting these changes to accommodate as needed for new technology. This involves translating high-level business requirements into detailed functional specifications and manages changes to such specifications. The Business Analyst possesses an understanding of technological trends and uses this knowledge to bring solutions to business units supported to enhance Commerces competitive edge.

Documents Commerce-specific Florida PALM risks or issues and monitors identified mitigation strategies;

Assists the CL with identifying agency-wide stakeholders and determining the resources required to effectively to manage Project-driven readiness tasks and internal readiness activities within Commerce;

Manages Commerces user access to the Project information in Smartsheet;

Maintains open and frequent communication with the CL;

Participates in internal CCN meetings and engages with other agency stakeholders and liaison roles, as needed;

Participates in monthly Readiness Touchpoint meetings between the CCN and RC;

Attends Florida PALM meetings, as applicable; and

Maintain ongoing progress and engagement for Project-driven readiness tasks and internal readiness activities with transitioning to Florida PALM.

Provide internal workplan and tracking of readiness activities instance(s) as evidenced by submission of detailed hourly services with the monthly invoice compliant with section 5.0 below. The invoice should include a Monthly Summary Report and any other required documentation, which must be approved by Commerce Contract Manager, or designee.

Payment will be based on completed requests and written approval.

Failure to adhere to this deliverable and provide an internal workplan and activity tracking, will result in a deduction of $1000 per business day of the total deliverable cost beyond the agreed upon due date. Such reduction shall be made from the deliverable payment.

Deliverable 2 Business Process Requirements, Redesign and Documentation

Contractor must provide technical solutions on opportunities to automate processes and functions to the Commerce Liaison and CCN. Assist with business process redesign, documentation and facilitate communication between business unit(s) from initial to final project implementation.

Maintain awareness of Project-driven readiness activities and their change impacts to Commerces four critical operational elements;

Assist as a intermediary between the Commerce and the Florida PALM Project;

Develop and employ strategies to analyzes Commerces operations to determine opportunities to automate processes and functions;

Assists in the business process redesign and documentation for new technology;

Translates high-level business requirements into functional specifications and manage to such specifications.

Participates in monthly Readiness Touchpoint meetings between the CCN and RC;

Attends Florida PALM meetings, as applicable; and

Maintain ongoing progress and engagement for change initiatives transitioning Commerce to Florida PALM.

Provide internal workplan and tracking of readiness activities instance(s) as evidenced by submission of detailed hourly services with the monthly invoice compliant with section 5.0 below. The invoice should include a Monthly Summary Report and any other required documentation, which must be approved by Commerces Contract Manager, or designee.
