Primary Purpose of the Organizational Unit: The Technology Services Division provides comprehensive Information Technology (IT) portfolio management to agency business units. The division develops appropriate synergies and support to business units to provide service quality, strategic planning, and guidance on technology systems and related initiatives. Additionally, the division is responsible for supporting, developing, and enhancing the operational systems that are directly assigned to the business units of the organization within the Department of Public Instruction (DPI). The division manages and supports IT services assigned to the unit and works in coordination with DPI business units while adhering to supporting standards and procedures developed by the agency and the Department of Information Technology (DlT) related to system development, procurement, and oversight. The coordination extends to DPI internal customers as well as Public School Units (PSUs) that use these services. The IT Financial Systems team within Technology Services is responsible for supporting the School Business Division, Financial Services Division and Teacher Licensure section at DPI. Team members are responsible for support and development of financial applications and reporting data present in those systems, vendor relations with PSUs financial vendors and DPI Licensure System support. The IT Financial Systems team collaborates closely with other areas within Technology Services, and other State agencies such as Department of Information Technology(DIT), Office of State Controller (OSC), and Department of State Treasurer(DST). Services and products managed by this team include MSA General Ledger, PSUs Cash Management Request System, PSUs Budgeting and allotment systems, NC Salary Compliance System, NC Teacher Licensure System, and other various reporting and collection systems essential to achieve department goals.

Primary Purpose of the Position: The primary purpose of this position is to develop and implement Power BI Data Visualization and Reporting configuration and templates based on Public School Uniform Education Reporting Statistics (UERS) data files submitted to DPI monthly along with other Agency School Business Services data such as allotment data, both operational and longitudinal, etc. This position formulates and develops application system scope and objectives, provides detailed specifications for implementation, and provides contract and vendor support for applicable DPI business areas such as Teacher Licensure section. This role develops or modifies solutions for more complex projects and may provide guidance and training to other analysts and technicians. This position reports to the SBSM Project Manager External Systems, CTO, and/or IT Finance Manager. Other duties as assigned.

Description of Work:

35%Power BI Data Visualization and Reporting Configuration

The position will be responsible for developing dashboards and reports for School Business Services as well as operational areas within the department

The position will build relationships and work collaboratively with internal partners (senior management, service owners, PMO) as well as organizational stakeholders to identify relevant data set and structure data for analysis and develop solutions of interpretation (programmatically) that are beneficial through the analysis of data and lead in the improvement, efficiency, and effectiveness of services delivery

The Application Systems Analyst II (Power BI Data Visualization Analyst) will develop and deliver visual dashboards, reports and infographics that assist in understanding and the communication of operational performance data

The dashboards and reports shall be published for both internal Agency organizations as well as external stakeholders (General Assembly, Fiscal Research, Public Schools) as applicable

The position will design engaging and interactive business insight dashboards using Power BI or Tableau and possesses the knowledge and experience on data visualization best practices, with a focus on enhancing interaction and experience

Maintain data and analytic model structures that support goals in a data-driven government

Perform analysis of data sets in support of operational performance improvements

Translates data analytics into coherent reports and presentations for internal and external stakeholders

Establish new reporting dashboards that are interactive, creative, and have professional visual graphics

Integrate data sources through programmatic interfaces (Python/APIs) for efficiency

Participate in gathering requirements and collaborating with customers to understand business problems and find the best way to visualize outcomes

Participate as a value-added contributor within the Agency as a whole

Ability to develop a solution data architecture to support business and financial models

30%Power BI Development

Serve as an Power BI Data Visualization Analyst - Application Systems Analyst II and technical agent for DPI working with School Business Division.

Provide development expertise related to Power BI.

Provide development expertise in implementing DPI needs related to Agency School Business Reporting related to Public School UERS files.

Provide development expertise and conversion support coordination related to transitioning from a legacy mainframe and Access based system to a new data environment leveraging Power BI, Microsoft Fabric, etc.

20% Internal Customer Relations Management/Strategic Consulting and Planning

Understand and leverage organization units, business drivers and business needs

Ensure customer satisfaction with agency IT services

Establish and manage a clear communication strategy with all business units

Consult with other sections within Technology Services to enhance service delivery

15%Technology Services Business Management

Aid in identifying and implementing standard IT products and services based upon customer needs

Assist with proactively identifying and implementing best practices (e.g. Azure best practices as they relate to leveraging Power BI)

Provide input and training for agency reporting activities

Competencies, Knowledge, Skills and Abilities Required in this Position:

Experience with any Microsoft Office Suite product, and/or financial systems

Experience in analyzing data

Experience in written communication such as Standard Operating Processes (SOP) and/or, Reports, and/or Manuals

Background with BI tools and systems such as Power BI, Tableau, and SAP

Prior experience in data-related tasks

Understanding of the Microsoft BI Data Visualization Stack

Mastery in data analytics

Should be proficient in Power BI development

Be familiar with MS SQL Server BI Stack tools and technologies, such as SSRS and TSQL, Power Query, MDX, PowerBI, and DAX

Analytical thinking for converting data into relevant reports and graphics

Capable of enabling row-level data security

Knowledge of Power BI application security layer models

Knowledge of Power BI application analytics layer models

Ability to run DAX queries on Power BI desktop

Proficient in doing advanced-level computations on the data set

Excellent communication skills are required to communicate needs with client and internal teams successfully

Strong communication skills to interact with business owners, operations team members, production, support, implementation, infrastructure, and development teams. Ability to develop long-range strategic alternatives and build client support of organizations objectives.

Education and Experience Required: Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, Math, or Engineering or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development; or Bachelor's degree with some computer coursework from an appropriately accredited institution and three years of experience in business applications consulting or development; or Associate's degree in computer programming from an appropriately accredited institution and three years of experience in application consulting or development; or an equivalent combination of education and experience such as:

5-7 years technical experience working with data for the purpose of analysis and reporting utilizing Power BI

Experience with analysis through automation and the use of Python, SQL, R and/or Java

Experience with data management, database administration and common data interfaces (API)

Data presentation skills (reporting) with experience in Microsoft Power BI and the ability to translate business requirements into productive dashboards and reports

An understanding of complex student information and financial systems is a plus
