Supplemental Nutrition Assistance (SNAP), Temporary Assistance for Needy Families (TANF), Child Care Assistance Program (CCAP) and/or Medicaid. 100%Remote Phone+Skype $50/hr 6+Month Job Description Position: The Design Development Integration Branch (DDIB) within the Division of Eligibility Systems (DES) is seeking a Business Analyst-Senior to support the Worker Portal of the Integrated Eligibility and Enrollment System (IEES), Self Service Portal (kynect) and other systems supported by the branch which are used primarily by CHFS staff. The selected candidate will work closely with the other DES branches to implement new system enhancements/functionality and/or new systems supported by the division. Work is completed via document called Statement of Work (SOW). The selected candidate will work under deadlines, must be capable of handling a large workload, and must be able to work independently with only general direction. The selected candidate must have business analysis skills including knowledge of the System Development Lifecycle (SDLC). Prior experience determining eligibility for or supporting one or more of the following programs is preferred, but not required: Supplemental Nutrition Assistance (SNAP), Temporary Assistance for Needy Families (TANF), Child Care Assistance Program (CCAP) and/or Medicaid. Primary Responsibilities Include (but not limited to): This Lead BA will be a member of a team who will be responsible for seeing projects through SOWs to completion: Working with the project team and vendor to assist with gathering and finalizing business requirements. Statement of work review/assignment monitoring Joint application development attendance/monitoring Review detail design documentation Participate in division initiative discussions Transition planning and monitoring Participating in system research and testing, preparing, and reviewing project documents and deliverables as necessary, etc. Project Manager type to take lead in initial design work with vendor and Business partners. Required Qualifications: The candidate must have either prior experience in providing business analysis on a large scale IT system or prior experience determining eligibility or supporting one or more of the following programs: Supplemental Nutrition Assistance (SNAP), Temporary Assistance for Needy Families (TANF), Child Care Assistance Program (CCAP) and/or Medicaid. Experience in Microsoft products, Team Foundation Server (TFS), SQL Server Management Studio, is preferred but not required. Bachelor's degree, or equivalent combination of recent, relevant work experience. 3-5+ years working in a Business Analyst position or 3-5 + years strong background in the programs supported (SNAP, TANF, CCAP and/or Medicaid) Experience defining business problems, gathering, and documenting requirements, determining business solutions and verifying solutions meet requirements. Ability to handle extreme workloads with general direction. Must be self-motivated and able to work independently and in conjunction with team members. Possess strong written and verbal communication skills. Proficient problem solving skills. Must be adaptable to change in a fast-paced environment. Strong understanding of SDLC methodology. Relationship management and facilitation skills. Strong decision-making ability. Must be detail oriented. Proficient in Microsoft Product Suites Maintain confidentiality and exercising discretion is essential.
