Direct client position Position: Agile Coach -Software Trainers and Developers Location: Austin, TX (Remote) Duration: 1 year Client: State of Texas Department: Texas Department of Agriculture ( Candidate must have experience of State Client with Department of Agriculture/Food/Nutrition ) Job Description Software Trainers and Developers for TDA (Texas Department of Agriculture) The purpose of this RFO is for TDA to seek highly qualified respondents to update the source code and thereby complete the list of items indicated in the gap analysis as necessary enhancements. In addition, TDA seeks technical trainers to develop and deliver training to stakeholders on how to use the new platform. SCOPE OF WORK/SPECIFICATIONS TDA is seeking a bid from qualified Respondents to provide comprehensive Software. Customization and Trainers. TDA will oversee all deliverables, goals and objectives as further described in this Statement of Work (SOW). TDA currently owns and uses a legacy platform (TX-UNPS) and is transitioning to a recently acquired platform used by Washington D.C., Office of the State Superintendent of Education (OSSE), moving forward called, The New System. The New System will need customization of the source code and configuration to fit our needs. TDA currently has a project manager in charge of performing a gap analysis. The gap analysis will determine the backlog of enhancements needed to make The New System operational. In addition to developers, TDA will need technical trainers to educate stakeholders on how to use The New System. GOALS AND OBJECTIVES The goal of this solicitation is to obtain Contractors who will provide software customization and trainers to design and build a working platform that will meet our needs. The purpose of this RFO is for TDA to seek highly qualified respondents to update the source code and thereby complete the list of items indicated in the gap analysis as necessary enhancements. In addition, TDA seeks technical trainers to develop and deliver training to stakeholders on how to use The New System. The gap analysis will compare both systems to determine necessary customization and configuration in order to adjust the New System to fit TDAs business needs. The configuration and customization will be completed in sprints where design will be informed and continually evolved with insight from internal and external analysis. The function of the scope of work has to be agile and able to pivot to changing design and priorities. Internal and external resources will need to ramp up and ramp down to support it. Our existing vendor-maintained contract is expiring and TDA would like to move to an in-house developed and maintained system to operate its federal nutrition program. To do this, the code will need to be modified to meet the needs and requirements of TDA, which are being determined through a process gap analysis. The New System includes multiple modules designed for Washington D.C., which provides a foundation of code for The New System. Because of the difference in size and structure of the states, modifications need to be made to ensure TDAs business processes can be maintained, when needed. In addition, The New System doesnt include all programs offered in Texas so new modules will need to be developed that integrate seamlessly with existing code and scale up. Trainers will develop training, participant guides and trainer guides according to TDA standards and practices. These training modules will educate stakeholders on how to use The New System, how its organized, what the differences are between the old and new systems, focusing on changes in terminology and data field definitions. The curriculum will need to be developed along with guides and contracted trainers will be expected to deliver train the trainer sessions to the 20 Education Service Centers in Texas. Minimum of 2 Lead Trainer (Trainer Leve II) Minimum Five to Eight Years of Experience. Trainer (Trainer Level I) Minimum Three to Five Years of Experience. Lead trainer to oversee training plan, create training materials, and report to TDA training department. Both trainers are responsible for preparing, conducting, and evaluating technical training programs. Writes literature and materials to be used in programs and designs exercises to enhance lectures. Shall deliver on-site and web-based training courses covering any number of software solutions. Trainers must have a minimum of three years experience successfully developing training for a diverse audience with very limited software adoption experience. Trainers: Bachelors degree, or higher. Five or more years of experience designing, delivering and/or managing internal and external facing software testing, training, and/or implementation projects. Proficiency in Microsoft Office products such as Excel, PowerPoint, Word. Proficiency in Camtasia, Articulate, Cornerstone or other authoring tools. Familiarity with project management approaches, tools, and phases of the project lifecycle (i.e., six sigma, agile, etc.). Experience with government agency change efforts. Exposure to software development and continuous process improvement processes. Proven success in transforming raw content into informative, engaging, and compelling learning experiences. Ability to write effective copy, instructional text, internal/external communications, audio scripts/video scripts. Efficiency in project management and organizational skills. Demonstrated ability to partner across teams/functions to deliver results. Flexible and adaptable to shift priorities as business needs change. Strong analytical, problem-solving, and decision-making capabilities. Excellent oral, interpersonal, and written communication skills. Superior attention to detail. Ability to be flexible, multi-task, prioritize, and manage multiple activities simultaneously in a fast-paced, changing environment. Strong team player with the ability to take initiative, work well with others and/or work well independently. Government agency and/or public safety agency experience strongly preferred.
