Responsibilities include overall project planning, governance and management. Duties shall focus on project planning, monitoring and control, risk and financial management, reporting, and serving as primary liaison with Agency and Agency stakeholders. The position shall ensure the appropriate application of the Project Management Institutes (PMI) Project Management Body of Knowledge (PMBOK) and the States Agile Systems Development Lifecycle (SDLC) in overseeing the project efforts. Required Skills: Oversight Project Management activities as stated above, and including, but not limited to: Establish appropriate strategies, performance and reporting metrics, and processes in support of the EPMO and its SDLC. Provide support, and guidance to the Oversight Project Management team within the EPMO with respect to MITDP oversight, Agile supporting transformation activities, and the planning of respective systems and solutions within the State. Monitoring and reporting on project variances in scope cost and schedule. Review SLDC documentation and provide appropriate recommendations including improvement and action plans. Report valuable information to Stakeholders on a regular basis. Determining the need for and provide support to the Independent Verification and Validation (IV&V) assessments and contract. Recognize and report accomplishments in summary reports and forecast/estimate reports. Facilitate a collaborative environment for sharing lessons learned and document as such. Establish repeatable project management processes consistent with industry standards, best practices and Maryland SDLC principles. Offer continuous project management guidance and training to any Executive State Agency. Perform and consistently improve project oversight as required by State statue. Develop and provide useful tools, templates and information that will contribute to project success. Performance Evaluation Form (PEF) to be completed per PEF guidance/process. Experience managing $5 million+ projects. Required Certifications Current Project Management Institute (PMI) Certified Project Management Professional (PMP) certification, in addition to one of the following certifications ( must be current): PMI-Agile Certified Practitioner (PMI-ACP) Certified Scrum Master (CSM) Certified Product Owner (CSPO) Certified Developer (CSD) Professional Scrum Master (PSM) Professional Scrum Product Owner (PSPO) Professional Scrum Developer (PSD) or equivalent Desired Skills: Ability to adapt appropriately to priorities. Ability to speak with impact. Excellent writing and communication skills. Ability to influence without authority.
