Description: The candidate will perform duties to help FDACS remediate its finance and accounting applications, to successfully integrate with the new Florida PALM accounting and cash management system. SCOPE: Applications Development Analyst Task List: Contractor, through the selected candidate, must perform the following tasks as assigned by the Departments Contract Manager and described in the list below: Prepare Deliverables within the timeframe specified by the Contract and/or Functional Manager(s). Deliverables the Contractor will be responsible for contributing to and/or producing as they relate to the design, development, implementation, or enhancement of Oracle Form application solutions include, but are not limited to: Work closely with customers, business analysts, and team members to understand business requirements that drive the analysis and design of quality technical solutions. These solutions must be aligned with business and IT strategies and comply with the organizations architectural standards. Involved in the full systems life cycle and is responsible for designing, coding, testing, implementing, maintaining, and supporting applications software that is delivered on time and within budget. Makes recommendations towards the development of new code or reuse of existing code. Responsibilities may also include participation in component and data architecture design, performance monitoring, product evaluation and buy vs. build recommendations. Has experience in systems analysis, design and a solid understanding of development, quality assurance and integration methodologies. Document Current (AS IS) state of technical environments. Operates as a technical lead in the reengineering of existing systems. Operates as a technical lead in the design and implementation of new systems. Comply with OATS Administrative Policies and Procedures by working directly with the Departments Contract Manager throughout the PO term. Prepare ISDM or Service Delivery Framework (SDF) documentation that indicates the project complies with OATS policies and procedures. Apprise OATS staff on ISDM or SDF information as directed by the Departments Contract Manager. Address Project Team conflict and communication problems proactively. Review required documentation evidencing the deliverable for completeness and correctness before submitting to the Project Team and Stakeholders. Obtain acceptance and approval of deliverables from the Contract Manager and appropriate Stakeholders. Skills: To accomplish the work outlined above, FDACS requires an experienced Applications Development Analyst with the following skills and experiences listed below. This list is not exhaustive; nor are all skills required. Technical Skills, written and verbal communication, and experiences will be the basis for evaluation of responses. Minimum Qualifications: Ability to communicate effectively (verbally and in writing) with Department staff. A minimum of two to five years of programming/systems analysis experience. Skills in understanding Oracle databases, forms, and reports. Preferred Experience: Ability to write complex queries and develop complex PL/SQL database objects and or ability to write complex queries utilizing transact SQL Knowledge of relational database design, data processing and data communications. Ability to write, read, and interpret technical specifications, test cases, and software requirements.
