The systems are used to improve program accountability and data accuracy within and across the programs. The OPI School Nutrition Programs has a fully operational Child Nutrition software suite from LINQ, including Agreements, Claiming and Reimbursements, and Compliance areas. A Direct Certification and on-line Free and Reduced Application are maintained in-house. Staffing Plan Client is seeking a Project Manager to oversee the development, improvement, and maintenance of information technology systems used to operate and manage U.S Department of Agriculture (USDA) Child Nutrition Programs. Please describe the staffing plan including the following areas. Does the Project Manager have Project Management Institute Project Manager Professional (PMP) certification What are their skills in general project management including monitoring and altering project schedules What is their experience with diverse project methodologies Are they user experience focused Do they have a proven ability to deliver on time with limited non-critical defects Will the Project Manager be able to work onsite at the OPI office in Helena Montana What is their familiarity with OPIs standard IT tools and operations What is their experience working cross agency IT projects What is their experience overseeing the work of a contracted developer What is their knowledge of SABHRS interface protocol What is their experience with Legislative Finance Committee reporting What is their experience writing and evaluating RFPs Does the Project Manager have a minimum of 7 years of experience working with USDA Child Nutrition and a total of 10 years of experience at the State agency level including the following: Working with USDA FNS software and vendors. Working with USDA FNS policy and personnel. Working as a business analyst and systems analyst. Conducting requirements management, systems testing, data analytics, federal reporting, systems design, systems integration. Conducting continuous systems and business process improvement. Managing multiple projects across several systems simultaneously. Creating systems technical training documentation, webinars, and live sessions. Preparing process documentation and standardized project documentation. Federal grant writing and reporting. Federal, State legislative, and internal audits and management evaluations. Does the Project Manager have extensive knowledge of the School Nutrition Programs business processes, changing USDA policy, applied technology, and customers What is the Project Managers experience with specific system needs for the National School Lunch Program, School Breakfast Program, Fresh Fruit and Vegetable Program What does the Project Manager know about the needs for new programs including Summer EBT; Non-Congregate Summer meal option; Medicaid Direct Certification for free and reduced-price school meal eligibility. Can the Project Manager adapt to environmental changes and challenges For example, making program and programming changes to respond to program administration during COVID years such as use of the Seamless Summer Option. Does the Project Manager have knowledge of the Direct Certification process What is their knowledge of SNAP, TANF, Medicaid policy and systems Have they developed or maintained an online free and reduced-price school meal application for use by Local Education Agencies and families How will the Project Manager efficiently and effectively manage USDA technology grant budgets and deliver scope within budget and on time Do they have grant application skills Do they have grant reporting skills Is the Project Manager known by USDA staff as an IT systems expert Do they receive requests for system demonstrations to other states and/or requests to conduct trainings at national technology conferences Does the Project Manager have experience with vendor management including managing vendor project lifecycle documentation and activities. Is the Project Manager willing to take on other duties as assigned The OPI School Nutrition Programs Direct Certification Application includes Personally Identifiable Information and determining security rules for system access. Does your organization have a process for conducting background checks of potential employees Deliverables The Project Manager addresses enhancements to usability, sustainability, and performance of the systems, as well as plans for system updates arising from changing federal regulations and upgrades to current systems. The Project Manager monitors USDA grant project scope, tracks schedules/costs/resources, monitors for quality assurance, and submits progress reports. The Project Manager also determines if grant project goals, objectives and activities are increasing efficiencies in technology systems to improve program and data integrity. Resources Office space, a workstation and phone will be provided at the Office of Public Instruction (OPI) location. The OPI will also provide network access as required to perform the Project Manager duties. Work Location and Hours The Project Manager is expected to work in the OPI office located in Helena Montana. Office hours for the Project Manager are 40 hours per week. Communication Plan Communication is an ongoing and overlapping responsibility between the Office of Public Instruction and the Contractor. The School Nutrition Programs Director is the primary contact for this project. The School Nutrition Programs Director and staff, Contractor, and contracted vendors must communicate on an ongoing basis through email, phone, text messaging to ensure that work is carried out as efficiently as possible.
