Required Experience Level:
Minimum of 4 years experience in Middle Tier Administration

The supplier must provide administration, user support, performance monitoring and tuning, and capacity planning for Middle-tier software. The supplier must provide a technical leadership role in the planning, development, implementation, maintenance, documentation, and support of a large and complex distributed server environment. The supplier must devise growth plans to ensure that the hosting environment can support the projected growth. Additionally, they must create and implement procedures that support proactive problem detection and avoidance. The supplier must maintain and provide notification to USPS management of any critical failures or potential missed milestones.

Provide a support team available 24 hours a day, 7 days a week, 365 days a year, to manage all USPS middle-tier software infrastructure both on-premises and within the external cloud, across all required environments (DEV/SIT/CAT/PROD), from provisioning through day-to-day operational support and decommissioning. This includes, but not limited to, the management and support of all patching, certificate management, license management, regulatory compliance (PCI/SOX), automation, and general maintenance of supported servers.

Manage work tasks via the USPS ServiceNow application in accordance with the Change Management Service Level Agreements (SLAs).

Maintain staff qualifications to support USPS implemented technologies: web and application servers, containers and container management, messaging technologies, cloud platform and services, automation tools, scripting languages and monitoring tools.  Current technologies in use are Apache Tomcat, WildFly, Oracle Fusion Middle Tier (OFM), IBM WebSphere, Apache HTTP, Kubernetes, Docker and other types of containers, IBM MQ, Kafka, Zookeeper, RedHat OpenShift, RedHat 3scale Ansible, Google Cloud Platform, Microsoft Azure, Linux shell scripting, Microsoft PowerShell, JYTHON, AppDynamics, Zabbix, SolarWinds, Neustar and Splunk.  After implementing new technologies supported by Middle Tier Services, ensure staff are trained prior to 30 days of go live date.

Manage work tasks via the USPS ServiceNow application in accordance with the Change Management Service Level Agreements (SLAs) as stated in 2.2.1 Change Management Service Level Acceptance Criteria section.

Operational tasks to support the USPS environment.  Including but not limited to:

Work with Program Manager, Project Managers, Engineering staff, USPS Staff and Vendors to manage projects, drive outcomes and lead teams.

Analyze and resolve complex hardware and software issues.

Assist the USPS development community with performing tests and implementing software, adds, and changes.

Facilitate in backups and restores of data and application code.

Escalate unusual or unexpected findings to USPS.

Provide reports to users and managers of the status of systems as requested.

Provide weekly status reports and maintain hours worked on projects.

Create and maintain project plans as necessary and keep USPS management notified of critical failures or potential missed milestones.

Use change and case management procedures as required.

Comply with the Change Management SLAs outlined in Change Management Service Level Acceptance Criteria.

Provide an action plan for resolution of any/all faults detected.

Provide documentation of all solutions to problems and document all application guidelines and issues.

Provide reports to USPS Management to share solutions found.

Provide and implement escalation process and/or procedures.

Follow the appropriate quality assurance program chosen by USPS Management.

Provide on-site system or application support for deployment/installation as required.

Interact with all USPS functional groups to accomplish objectives.

Create and edit computer-based documentation and trouble ticket systems to document equipment configurations, track changes and problems, and compile performance data.

Perform assistance, training and information sharing to users and other administrators.

Maintain leadership qualities and attitude in keeping with the standards of the USPS.

Task #1: USPS Application Support 

Description:
USPS requires the Suppliers to perform technical leadership roles in planning, development, implementation of code, maintenance, and documentation in support of USPS infrastructure environments for Middle Tier services such as but not limited to web services, application services, and message brokering.

Deliverables:
Daily support services, weekly status report, documentation as assigned.

           Successful deployments of application code within change request SLAs.

           Successful configuration of Middle Tier software within change request SLAs.

           Successful back out of changes as needed within change request SLAs.

Acceptance Criteria

:
The deliverable shall meet the following acceptance criteria in addition to compliance with the technical approach outlined below:

           Completion rate for all Middle Tier assigned tasks consistent with established middle tier KPIs via the service management tool within task time to complete timeframes. Service level agreements (SLAs) vary based on the severity or urgency of the change. Non-production scheduled changes are negotiated between the customer and the service provider and are generally performed during weekday business hours. Scheduled production changes will occur during the applications maintenance window unless there is a high incident which requires immediate action. High or Critical incidents are worked until the issue is resolved.

Work performed is documented within ServiceNow work notes for each task performed.

Middle Tier support pages are kept up to date and reviewed weekly with relevant application information so that any systems administrator may be able to support said applications 24x7x365.

Middle Tier server inventory list noting hosts active in each environment is kept up to date and reviewed weekly.

Daily work is performed in accordance with current Postal policies and procedures; and status reports are complete, accurate and submitted timely.

Upon receipt, the NCT Compute Operations Management Team or their designee will review and submit approval or rejection in writing of the satisfactory completeness of required deliverables.

Task #2: Monitoring and Maintenance

Description:
USPS requires the Suppliers to maintain and ensure high availability of Middle Tier software infrastructure by proactive monitoring, diagnosing, and resolving complex problems in a timely manner.

Deliverables:
Daily support services, weekly status report, documentation as assigned.

Leverage monitoring systems that maintain the health of all servers supported by Middle Tier.

Proactively monitor the overall health of all servers and services CPU utilization, RAM, Storage/File, and other system metrics

Review and respond to USPS utilized alert systems such as Zabbix, AppDynamics, SolarWinds, Neustar and Splunk.

Complete root cause analysis of issues and take appropriate corrective action including opening and coordinating tickets with vendors.

Document and update Incident reports with details of steps taken to troubleshoot and resolve issues.

Draft After Action Reports (AAR) on incidents that required Middle Tier support.

Communicate high and critical issues to management, keeping the apprised of the status, while participating and troubleshooting on all outage bridges.

Acceptance Criteria

:
           The deliverable shall meet the following acceptance criteria in addition to compliance with the technical approach outlined below:

Server logs are sent to the appropriate monitoring solutions such as Splunk.

Monitoring agents are appropriately installed on hosts.

Incidents are addressed within the SLAs.

On-call response times for high or critical incidents are 10 minutes or less from acknowledgement of page via USPS paging system.

Daily work is performed in accordance with current Postal policies and procedures; and status reports are complete, accurate and submitted timely.

Upon receipt, the NCT Compute Operations Management Team or their designee will review and submit approval or rejection in writing of the satisfactory completeness of required deliverables.

Task #3: Certificate Management

Description:
USPS requires the Suppliers to manage new and renewal security certificates from request to implementation as directed.

Deliverables:
Daily support services, weekly status report, documentation as assigned.

           Request and deploy certificates as needed on Middle Tier supported servers.

           Create and assign ServiceNow change requests for CRTMGT records.

           Review CRMGT records under 90 days for accuracy and approve or reject as appropriate.

           Create and deliver daily reports on work in progress for certificates.

           Create and deliver weekly certificates under 90 days report.

Acceptance Criteria

:
           The deliverable shall meet the following acceptance criteria in addition to compliance with the technical approach outlined below:

Certificates are renewed by 61 days to expire.

Certificates are successfully implemented. No outages as a result of Certificate expiration.

Daily work is performed in accordance with current Postal policies and procedures; and status reports are complete, accurate and submitted timely.

Upon receipt, the NCT Compute Operations Management Team or their designee will review and submit approval or rejection in writing of the satisfactory completeness of required deliverables.

Task #4: Automation Development and Support

Description:
USPS requires the Suppliers to create and maintain automation builds for Middle Tier product base code and configuration deployments. Automate Application deployments across all environments. Automate routine and manual processes as appropriate and where possible.

Deliverables:

Daily support services, weekly status report, documentation as assigned.

Create automated scripting solutions for all Middle Tier supported applications for both on premise and Cloud solutions.

Use Ansible Tower for scheduling and launching automated jobs.

Acceptance Criteria

:
            The deliverable shall meet the following acceptance criteria in addition to compliance with the technical approach outlined below:

Use of automation tools for creation of repeatable successful builds, deployments, and other tasks in compliance with Middle Tier product standards.

Daily work is performed in accordance with current Postal policies and procedures; and status reports are complete, accurate and submitted timely.

Upon receipt, the NCT Compute Operations Management Team or their designee will review and submit approval or rejection in writing of the satisfactory completeness of required deliverables

Task #5: PCI/SOX Security Compliance

Description:
USPS requires the Suppliers to Execute USPS policies related to software and security patch deployment and system upgrades. Maintain documented configuration baselines and hardening standards to ensure consistent environments throughout. Maintain compliance with all negotiated licensed product contracts. Works with USPSs CISO organization to ensure proper compliance with PCI, SOX, and other security vulnerabilities.

Deliverables:
Daily support services, weekly status report, documentation as assigned.

Review all platform and security patches on a weekly basis.

Review all Middle Tier container upgrades as they are published by the vendor.

Install software, security patches and upgrades in accordance with ServiceNow change management process.

Review and approve security patch deployments.

Automate continuous patch cycles in accordance with Middle Tier operational standards.

Create and deliver daily software version report for all Middle Tier supported servers.

Create and maintain baseline configuration documentation for all Middle Tier supported solutions.

Review and deliver monthly entitlement reports on adherence to negotiated licensed products.

Provide and execute processes to ensure compliance with Postals SOX and PCI requirements.  This deliverable must be completed via a DevSecOps methodology.

Provide and execute processes to ensure compliance with Postals configuration baselines.  In addition, quarterly review of the configuration baseline must be completed with recommendations to USPS based on best practices and CIS benchmarks/guidelines.

Acceptance Criteria:
The deliverable shall meet the following acceptance criteria in addition to compliance with the technical approach outlined below:

Patch cycles are successful in all environments and validated by the application teams.

Middle Tier products are up to date with fix pack releases.

Use of automation tools for continuous patch cycles.

Maintain license counts within the negotiated license agreements.

Ensure processes are following USPS DevSecOps methodology.

Daily work is performed in accordance with current Postal policies and procedures; and status reports are complete, accurate and submitted timely.

Upon receipt, the NCT Compute Operations Management Team or their designee will review and submit approval or rejection in writing of the satisfactory completeness of required deliverables.

Task #6: IaaS, PaaS, and SaaS Cloud Development and Support

Description:
USPS requires the Suppliers to provide engineering and technical support to transition Middle Tier applications from on premise to external SaaS, PaaS, and IaaS Cloud solutions.

Deliverables:

Daily support services, weekly status report, documentation as assigned.

Create and deliver an operational assessment each month to determine which Middle Tier supported applications could be transitioned by order of complexity.

Create and deliver an implementation roadmap including a migration schedule updated monthly.

Acceptance Criteria

:
The deliverable shall meet the following acceptance criteria in addition to compliance with the technical approach outlined below:

First draft of operational assessment by day 31 of project kick-off.

First draft of implementation roadmap by day 90 of project kick-off.

Daily work is performed in accordance with current Postal policies and procedures; and status reports are complete, accurate and submitted timely.

Upon receipt, the NCT Compute Operations Management Team or their designee will review and submit approval or rejection in writing of the satisfactory completeness of required deliverables.
