From: Prashant Rana, Vyze inc [email protected] Reply to: [email protected] Title -: Project Manager Duration - 12 Month Location - Helena, Montana( Onsite ) Objectives The OPI contracted Project Manager develops, improves, and maintains information technology systems used to operate and manage all School Nutrition Programs. The systems are used to improve program accountability and data accuracy within and across the programs. The OPI School Nutrition Programs has a fully operational Child Nutrition software suite from LINQ, including Agreements, Claiming and Reimbursements, and Compliance areas. A Direct Certification and on-line Free and Reduced Application are maintained in-house. Staffing Plan Offeror Instruction: Provide a detailed response for this section. The Montana Office of Public Instruction (OPI) is seeking a Project Manager to oversee the development, improvement, and maintenance of information technology systems used to operate and manage U.S Department of Agriculture (USDA) Child Nutrition Programs. The Project Manager will work within the OPI IT and School Nutrition Programs. The Project Manager will work with OPI staff and contracted vendors to perform activities associated with technology that are essential for administration and improving program accountability and accuracy within and across the Child Nutrition Programs at the State and Local Educational Agency or Sponsor Organization. Current new projects include system changes necessary to implement the Summer Non-Congregate Meal Service in rural areas and for system development for Summer Electronic Benefit Transfer Program (SEBT), as authorized by the Consolidated Appropriations Act, 2023 (PL 117-328). Please describe the staffing plan including the following areas. 1. Does the Project Manager have Project Management Institute Project Manager Professional (PMP) certification o What are their skills in general project management including monitoring and altering project schedules o What is their experience with diverse project methodologies o Are they user experience focused o Do they have a proven ability to deliver on time with limited non-critical defects 2. Will the Project Manager be able to work onsite at the OPI office in Helena Montana o What is their familiarity with OPIs standard IT tools and operations o What is their experience working cross agency IT projects o What is their experience overseeing the work of a contracted developer o What is their knowledge of SABHRS interface protocol o What is their experience with Legislative Finance Committee reporting o What is their experience writing and evaluating RFPs 3. Does the Project Manager have a minimum of 7 years of experience working with USDA Child Nutrition and a total of 10 years of experience at the State agency level including the following: o Working with USDA FNS software and vendors. o Working with USDA FNS policy and personnel. o Working as a business analyst and systems analyst. o Conducting requirements management, systems testing, data analytics, federal reporting, systems design, systems integration. o Conducting continuous systems and business process improvement. o Managing multiple projects across several systems simultaneously. o Creating systems technical training documentation, webinars, and live sessions. o Preparing process documentation and standardized project documentation. o Federal grant writing and reporting. o Federal, State legislative, and internal audits and management evaluations. 4. Does the Project Manager have extensive knowledge of the School Nutrition Programs business processes, changing USDA policy, applied technology, and customers o What is the Project Managers experience with specific system needs for the National School Lunch Program, School Breakfast Program, Fresh Fruit and Vegetable Program o What does the Project Manager know about the needs for new programs including Summer EBT; Non-Congregate Summer meal option; Medicaid Direct Certification for free and reduced-price school meal eligibility. o Can the Project Manager adapt to environmental changes and challenges For example, making program and programming changes to respond to program administration during COVID years such as use of the Seamless Summer Option. 5. Does the Project Manager have knowledge of the Direct Certification process o What is their knowledge of SNAP, TANF, Medicaid policy and systems o Have they developed or maintained an online free and reduced-price school meal application for use by Local Education Agencies and families 6. How will the Project Manager efficiently and effectively manage USDA technology grant budgets and deliver scope within budget and on time o Do they have grant application skills o Do they have grant reporting skills 7. Is the Project Manager known by USDA staff as an IT systems expert o Do they receive requests for system demonstrations to other states and/or requests to conduct trainings at national technology conferences 8. Does the Project Manager have experience with vendor management including managing vendor project lifecycle documentation and activities. 9. Is the Project Manager willing to take on other duties as assigned 10. The OPI School Nutrition Programs Direct Certification Application includes Personally Identifiable Information and determining security rules for system access. Does your organization have a process for conducting background checks of potential employees Deliverables The Project Manager addresses enhancements to usability, sustainability, and performance of the systems, as well as plans for system updates arising from changing federal regulations and upgrades to current systems. The Project Manager monitors USDA grant project scope, tracks schedules/costs/resources, monitors for quality assurance, and submits progress reports. The Project Manager also determines if grant project goals, objectives and activities are increasing efficiencies in technology systems to improve program and data integrity. Resources Office space, a workstation and phone will be provided at the Office of Public Instruction (OPI) location. The OPI will also provide network access as required to perform the Project Manager duties. Work Location and Hours The Project Manager is expected to work in the OPI office located in Helena Montana. Office hours for the Project Manager are 40 hours per week. Communication Plan Offeror Instruction: Provide a detailed response for this section. Communication is an ongoing and overlapping responsibility between the Office of Public Instruction and the Contractor. The School Nutrition Programs Director is the primary contact for this project. The School Nutrition Programs Director and staff, Contractor, and contracted vendors must communicate on an ongoing basis through email, phone, text messaging to ensure that work is carried out as efficiently as possible. Please describe the communication plan including the following areas. 1. How does the Project Manager maintain highly productive working relationships 2. How is the Project Managers ability to work with diverse groups 3. How is the Project Managers ability to work with cross functional managers to utilize resources not in management chain 4. Is the Project Manager customer service oriented 5. Is the Project Manager able to be a member of a team 6. Does the Project Manager have experience working with local and remote staff 7. Does the Project Manager have skills in meeting management and facilitation 8. Does the Project Manager have experience giving presentations to the nutrition programs audience at State and national levels 9. Does the Project Manager maintain relationships with School Nutrition software vendors to maximize the OPIs interest through system design, testing, and implementation Reference Letter Offeror must provide a letter of reference from a current customer demonstrating your companys dependability and commitment to customer service. Project Cost Provide the price per hour for providing the services described in this RFP. All prices are fixed for the initial term of the contract and are not subject to escalation for any cause. Price adjustments may be permitted at the time of contract renewal thorough a process of negotiation between the Contractor and the State.
