Here is a quick rundown of the position: Location- Remote. Must reside in Wisconsin during the contract (re-location or current resident). CONTRACT OVERVIEW: JOB ID: 131144 AGENCY: DOT AGENCY-BUREAU: BITS JOB TYPE: Staff Augmentation ROLE TITLE: OnBase Administrator/Developer IV START/END: 07/01/2024 to 06/30/2025 with the possibility of extension. The state cannot post any job beyond the end of the current fiscal year (so while many/most jobs at the state could run multi-year, they all are capped to the current fiscal year to start). The role is hybrid, with two days per week required on-premises. Position Summary: This is an electronic content management system Administrator/Developer position. This position plans, designs, develops, tests, implements, and modifies Electronic Document Management (EDM) solutions. This position is responsible for advanced OnBase administration and operational support, including platform and system incident/problem resolution, service, and change request processing according to Wisconsin Department of Transportation (DOT) established service level agreements (SLA) and regular administration tasks and health checks to keep DOTs OnBase systems running at optimal performance for our customers. Under general supervision of the Document Management Unit supervisor, this position will provide advanced OnBase Administrator/Developer technical leadership for complex EDM projects which have a significant impact within DOT and/or for DOTs external partners and customers. This position performs systems analysis and provides advanced OnBase Administrator/Development services in the planning, development, and implementation of complex EDM projects. This position provides OnBase administration and consulting and performs duties consistent with DOTs strategic goals and objectives. This position proposes, creates, and implements policies, standards, procedures, and guidelines for utilizing DOTs OnBase platforms and systems. Clients include a wide variety of DOT professional and supervisory staff as well as end users throughout DOT and/or other partner agencies, private sector entities, and the public. This includes interaction with personnel in the Bureau of Information Technology Services (BITS) and throughout DOT divisions, vendors, Division of Enterprise Technology (DET) personnel, etc. Work is multitasking in nature, self-initiated, and conducted independently. Top Skills & Years of Experience: 4+ years of experience in an Electronic Content Management (ECM) system administrator and developer position that plans, designs, develops, tests, implements, and modifies content management solutions. Experience in requirements gathering and solution analysis is required. OnBase Certified System Administrator certification or OnBase Certified Installer designation and OnBase Certified Workflow Administrator certification or OnBase Certified Workflow Engineer certification is required. Nice to Have Skills: OnBase WorkView Certification and OnBase Certified Application Programming Interface certification are desired . Interview Process: Teams Meeting with video on; 1 round. Knowledge, Skills, and Abilities: Considerable knowledge of and experience in requirements gathering and solution analysis. Experience planning, designing, testing, implementing, and modifying Electronic Content Management (EDM) solutions. Extensive knowledge of and on-the-job experience developing document types, keywords, queries, reports, forms, import processes, and Workflow solutions. Demonstrated ability to write custom queries in Oracle and SQL Server. Experience performing OnBase system upgrades. Advanced knowledge of and experience with resolving OnBase technical issues via utilization of debugging, research, and investigation techniques. Significant ability to understand and apply standard EDM concepts, practices, and procedures. Ability and judgment to perform job functions independently. Knowledge of incident management and escalation procedures. Excellent written and verbal communication skills working with customers, peers, and agency leadership. Experience creating technical documentation. Ability to work in a versatile environment with a team-oriented focus. Considerable skill and ability in the coordination of team members and business area experts. Knowledge of emerging technologies with a focus on electronic document management and related technology industry trends. Experience researching, proposing, applying, and implementing IT-related policies, procedures, standards, and guidelines. Demonstrated skill in problem resolution and technical support technologies. Ability to effectively provide information and training to customers, team members, and other stakeholders.
