This phase involves a comprehensive upgrade and enhancement initiative aimed at improving the system's capabilities and operational efficiency. The selected vendor will focus on modernizing and optimizing various components of the EC3 system to align with current technological standards and user requirements. Key Responsibilities: User Interface and Functionality Enhancement: Upgrade both agency-facing and admin-facing screens using advanced technologies such as .NET 8 and Metronic 8 frameworks. Cloud Migration: Oversee the migration of the EC3 system to the Azure cloud platform, including strategic architectural adjustments and the establishment of Azure-based development and testing environments. Reporting Capabilities: Enhance the portals reporting tools to empower users to generate comprehensive reports, facilitating informed decision-making and strategic energy management. Comprehensive Testing: Conduct rigorous testing, including security accreditation and load testing, to ensure seamless integration and compliance with security standards. This includes validating the functionality, security, and performance of the upgraded EC3 system. Requirements Vendor Qualifications: 12+ years of experience developing Microsoft ASP.NET applications using MVC 5 or higher. 12+ years of experience with SQL Server (2016, 2019, 2022). 7+ years of experience with Microsoft Entity Framework or comparable ORM. 5+ years of experience with front-end technologies such as Vue, Angular, or React, HTML5, and CSS3. Proven experience with Azure cloud. Proficiency in server and application troubleshooting. Experience with WebAPI or WCF. Expertise in designing and developing robust database-driven applications with advanced reporting functionalities. Demonstrated ability in the design and implementation of user interfaces. Experience using Azure DevOps. Experience in setting up and deploying CI/CD pipelines. Familiarity with Agile and Scrum methodologies. Experience in data integration/ETL, specifically SSIS and Azure Data Factory. Proficiency in working with REST web services and designing and developing JSON-based data exchanges. Additional Requirements: Proficiency in implementing comprehensive unit tests and integration tests for application code. Experience with automated testing frameworks such as NUnit, MSTest, or xUnit. Demonstrated ability to deploy applications securely on Azure cloud infrastructure, adhering to best practices for network security, data encryption, and access control. Familiarity with Azure Security Center and Azure Key Vault for managing and safeguarding sensitive data and credentials. Experience conducting vulnerability assessments and implementing security patches and updates in a timely manner. Knowledge of secure coding practices and techniques to mitigate common security threats such as SQL injection, cross-site scripting (XSS), and cross-site request forgery (CSRF). Proficiency in implementing role-based access control (RBAC) and authentication mechanisms using Azure Active Directory (AAD) or similar identity management solutions. Experience in designing and implementing disaster recovery and failover mechanisms for high availability of applications and databases. Ability to configure and manage continuous integration/continuous deployment (CI/CD) pipelines securely, ensuring compliance with regulatory requirements such as GDPR and HIPAA.
