This person needs to be more of the "logic" person than the builder (e.g. how to redo the logic to get the same output.) Core skills are mapping data, understanding gap analysis, taking apart what is in place, looking at new definitions, and comparing data sets. They could do the job if they won't have health insurance experience, but it is a plus. No visualization experience required, but exposure is a plus.
