Title: Business Analyst Location: Lansing, MI(Hybrid) Visa: Only USC,GC, GC-EAD OR H4-EAD Client: Department of Environment, Great Lakes and Energy (EGLE) NOTE: Local candidates or willing to relocate at your own expense. Resource will be working a hybrid schedule. Will need to be onsite from day 1, two days (flexible) a week in-office. Our client is seeking a Business Analyst (BA) professional to support multiple projects. The BA will provide excellent customer service supporting both project and work request needs for the Agency. This person will have the opportunity to work on a new IT solution for issuing, analyzing, and monitoring energy rebates. These IT solutions leverage current technologies and include working with Agency subject matter experts, vendors, and the public. In addition, as part of the overall support for Agency, the BA will be a critical member of the Agency Services BA team, participating in various related work requests for the Agency and contributing to the operational activities of the BA team. Customer service and being a champion to ease Agency compliance with client policies and practices are key performance expectations. The position requires being able to quickly gain a working understanding of applicable constraints and enablers and help the Department navigate those for the success of their projects and work requests. A common day would include attendance in various standing meetings for each of the projects, as well as those that include the BA team being able to confidently speak to current activities in each, listening to understand needs, and helping to provide input that assists in meeting the objectives of the respective meetings. In addition, related work will include ongoing analysis of original requirements/user stories in comparison to needs identified in discovery sessions and/or UAT cycles and helping to define potential changes, to include impact analysis. Tasks Facilitation of requirements elicitation meetings refinement. Review, analyze, and evaluate business systems and user needs. Formulate systems to parallel overall business strategies. Prepare solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Write detailed description of user needs, program functions, and steps required to develop or modify computer programs. Prepare and document Functional and Technical Specifications for reporting and data warehouse work. Assist with business warehouse/intelligence support and enhancements. Develop RFPs. Assist in deployment and management of end-user reporting tools and platforms. Work with IT and business project teams to understand reporting and data warehousing requirements and propose solutions. Document and provide knowledge transfer to the rest of the Enterprise Reporting Team for all solutions. Formulate systems to parallel overall business strategies. Perform a variety of tasks. Works under general supervision; typically reports to a project manager. Act as liaison between departments and the project stakeholders. Provide expert facilitation. Elicit and process modeling to help develop strategy and requirements for future enhancements and related work projects. Attend various standing meetings for each of the projects, as well as those that include the BA team. Provide input that assists in meeting the objectives of the respective meetings. Analysis of original requirements/user stories in comparison to needs identified in discovery sessions and/or UAT cycles. Help to define potential changes, to include impact analysis.
