The Department of Children and Families (DCF) would like to identify, groom, and document the requirements for a modernized and unified database for Child Integrated Services (CIS), to be completed in the summer of 2024. CIS works with some of Vermonts most vulnerable, including those who are Medicaid active, children with disabilities, and families with identified needs. With a prevention and early intervention focus, CIS supports individual clients in an incredibly cost effective model, reducing the strain and costs over time at every level for the individual family, their community, and the state, thereby contributing to the effort to make Vermont more affordable. EXISTING TECHNOLOGY ENVIRONMENT Microsoft Excel Spreadsheet REQUIREMENTS: For this request, knowledge requirements include: Business Analysis: 5+ years of IT Business Analysis Experience Expertise in User Story Development Ability to create systematic and consistent requirements specifications in both technical and user friendly language Experience in Government IT projects Experience in Human Services field preferred Experience with projects for system replacement and/or upgrade Experience using Azure Dev Ops preferred International Institute of Business Analysis (IIBA) certification at the CCBA or CBAP level preferred PROJECT MANAGEMENT APPROACH The Agency of Digital Services Enterprise Project Management Office (ADS EPMO) utilizes a hybrid agile approach to managing projects. This approach still recognizes formal phases of a project and the need for preliminary discovery, requirements and formal approvals and procurement where applicable. However, it does so while also promoting an environment for nimble development and testing cycles that affords timely feedback and redirection. All Business Analyst resources provided by the Contractor shall follow business analysis methodologies that are consistent with the iiBA Business Analysis Body of Knowledge (BABOK) Guide and Agile/SCRUM processes. Contractor shall be responsible for managing all BA activities recognized in the EPMO project lifecycle (Project Process | Enterprise Project Management Office (vermont.gov)) and will produce project deliverables according to same, using Azure DevOps and Microsoft Office products in v2007 or newer (Word, Excel, Project, Visio, etc.), and Adobe PDF, or other formats as acceptable to the State. Each BA will perform any or all of the following as directed by the State Authorized Representative in support of one or multiple projects: Produce the deliverables specific to BAs as agreed to in the Project Plan and/or as directed by the EPMO project lifecycle. Produce such other Business Analysis deliverables as directed by the State EPMO including but not limited to user stories, product backlog, UAT Test Cases and Test Scripts. Organize and archive project artifacts in the appropriate State designated document repository. Work with State staff, including such contractors and agents authorized and designated by the State, as necessary to produce and execute all associated artifacts, deliverables and plans. Coordinate, create and/or improve information with respect to impacted business processes and systems to assist, direct, and execute incident identification, business impact, and resolution. Communicate changes, enhancements, and modifications of business requirements to project managers, sponsors, and other stakeholders so that issues and solutions are understood by these stakeholders. Work with the EPMO designated Manager to manage impacts from changes to scope on analysis work. Prepare and submit for approval any proposed changes in analysis scope for a given project and refrain from implementing until such changes are approved in writing by the State. Ensure that each Business Analysis deliverable is documented on the approved project deliverable acceptance form and has the formal sign off in accordance with the deliverable acceptance process defined and agreed to by the State. Recommend specific corrective actions that can be taken to resolve the analysis related issue or risk. Engage State project sponsors, project stakeholders and others as may be required to address issues, risks, scope creep, or other problems requiring sponsor involvement. Schedule and lead regular Elicitation Meetings, Interviews, and Workshops. Provide agendas and capture action items, issues, and key decisions made. Distribute the documented notes to attendees as directed by the State. Attend such meetings regarding the projects as may be directed by the State. Provide guidance to increase the likelihood of successful completion of project and related analysis deliverables. Provide deliverables to the State Authorized Representatives designee and, as required, federal agencies in the agreed upon format and timeframe. The parties agree that the State, in its sole discretion, will determine whether furnished deliverables are deemed acceptable. The Parties understand and agree that a deliverable will not be deemed acceptable unless and until the State provides written acceptance of the deliverable.
