From: Prakash Singh, RCI [email protected] Reply to: [email protected] Must have 15+ Years of Experience and Local to EST Title: Sr. Data Analyst Location: Washington DC , Remote but(Candidate must be on EST) Duration: 6+Month Visa: USC, GC Key Responsibilities: Operational Oversight of Data Define and implement policies and procedures for the operational and administrative management of systems and data, including intake, storage, processing, and transmission. Develop and implement strategies to assess and maintain data quality, integrity, and reliability. Coordinate cross-agency efforts to ensure compliance with official records requirements, privacy, security, and other related standards. Data Quality Establish data-quality metrics and requirements, including defining acceptable values, ranges, and parameters for each data element. Engage in ongoing evaluation of data quality, identify anomalies and discrepancies, and implement corrective measures. Facilitate the creation of data standards based on business rules, security requirements, and legacy data retention. Privacy, Security, and Risk Management for Data Protection Ensure compliance with retention, archival, and disposal requirements according to institutional policies and regulations. Establish and implement data curation practices that align with data lifespan requirements. Coordinate cross-agency efforts to meet records requirements, privacy, and security standards. Policies and Procedures Define access policies for DCAS data, including authorization criteria based on roles or individuals. Work closely with IT, Privacy, and PMO to establish controls and report any breaches or vulnerabilities. Monitor and analyze the application of federal, state, and local data requirements and standards. Collaborate with stakeholder agencies to interpret business needs into data requirements, ensuring data accessibility, completeness, and timeliness. Skills and Experience: Expertise in data management principles, concepts, and practices. Ability to determine business data requirements, create data standards, and develop business rules. Knowledge of human services and healthcare programs. Experience working with multiple agency stakeholders with diverse data requirements. Familiarity with public policy issues related to human services data. Strong analytical and problem-solving skills. Knowledge of statistics and research methodology. Ability to drive business, culture, and technology change in a dynamic environment. Excellent oral and written communication skills, with the ability to explain complex concepts to various stakeholders. Experience in data structure, information systems/tools, and enterprise content management. Broad experience in domains such as data warehousing, business intelligence, data governance, data architecture, data integration, data quality management, data security and privacy, and enterprise architecture frameworks. Qualifications: Requirements: 16+ years of experience in planning, coordinating, and monitoring project activities. 16+ years of leading projects and ensuring compliance with established standards and procedures. Bachelors degree in IT or a related field, or equivalent experience. 8+ years of experience with ETL tools (design, development, analysis). 3+ years of experience with Curam software (version 6 or higher preferred). 8+ years of experience as a senior/lead data analyst working with large datasets and multiple interfaces. 8+ years of hands-on experience with various file transfer methodologies and file types/layouts. 5+ years of experience with Tableau, including dashboard design and development. 4+ years of strong experience with government healthcare data. 8+ years of experience delivering business intelligence solutions. 8+ years of experience writing functional, technical, and performance requirements in a software development environment. 16+ years of experience with the Systems/Software Development Life Cycle (SDLC). Proficiency with Microsoft Visio and the full MS Office Suite (nice to have).
