Primary place of performance is HYBRID with 40% onsite requirement at the Baltimore City Headquarters or facility location based on project need. One week per month onsite is required.

Onsite attendance may also be required during system rollout activities in addition to the monthly requirement. May require travel to other offices as needed.

Background:

The MDH Office of Enterprise Technology is in need of the following resource to assist in driving multiple Major IT Development Projects over the next few years. The individual will be deployed to support the implementation efforts needed to complete current state assessments and workflow documentation to ensure that business operations are clearly understood. The resource will play a critical role in supporting the MDH business teams, facility project teams, and other external stakeholders by leveraging their subject matter expertise to drive best practices and ensure requirements are implemented to fulfill the business need. MDH is embarking on various modernization projects including but not limited to the implementation of an Electronic Health Records (EHR) system, Bed Registry, and Electronic Licensing systems, just to name a few. Our technology landscape is complex and there are many interdependencies that may require resources to work cross-functionally across multiple projects and/or business units. Resources will typically be assigned to a core project team, however, based on workload, allocation, and specialization, work on multiple projects may be required.

The Integration Architect/Specialist manages major projects that involve providing professional support services and/or the integration, implementation and transition of large, complex systems.

Duties and Responsibilities:

Provides design and development of e-government solutions and is responsible for technical design and implementation of the architecture.

Designs, develops, and maintains infrastructure and backend applications.

Provides expertise in defining the role of broadband and wireless applications.

Provides a definition of current State architecture blueprints.

Provides expertise with web servers, gateways, and application servers, and content management systems.

Provides experience in web application technologies and middleware solutions.

Researches new technologies and products for their applicability to business processes.

Must be able to compare various solutions and determine the most suitable.

Ensures that development efforts are well planned and in agreement with standards.

*Education:

Integration Architect/Specialist

Bachelors Degree from an accredited college or university in Engineering, Computer Science, Mathematics, or other related scientific or technical discipline. Masters degree preferred.

*General Experience:

At least 10 years of experience planning, designing, building, and implementing IT application systems.

Must have led or been the chief architect in a major IT applications implementation effort.

Must have a strong background in software engineering principles and techniques.

Excellent written and verbal communication skills as well as business acumen.

Ability to compile and organize information and present findings to management.

Confident in decision-making and the ability to explain technical processes or choices as needed.

Excellent multitasking skills and task management.

Ability to complete milestones and work toward multiple deadlines simultaneously.

Outstanding problem solver.

*Specialized Experience:

At least six (6) years of experience in designing medium to large-scale sites and management of at least five Internet projects.
