Client: State of Texas Department: Texas Health and Human Services Commission Job Title: Business Analyst 3 Location: 701 W 51st Street, Austin, TX 78751 Onsite/Remote/Hybrid: Hybrid Duration: 1 year + possible extension Visa: Any Candidate MUST have at least 10 years of total IT experience* Same Department prior experience is mandatory Program will only accept candidates who are LOCAL ONLY Project Scope: The Claims Management Division (CMD) within the Medicaid and CHIP Services (MCS) Department is responsible for Long Term Care (LTC) Claims Adjudication through management of the Claims Management System and related support operations maintained by the Texas Medicaid & Healthcare Partnership (TMHP). The TMHP contract previously held by Accenture expired on August 31, 2023. HHSC procured two new vendor contractors who operate different contracts performing business operations, claims adjudication and financial services, and system maintenance and development activities for state owned Medicaid Enterprise Systems (MES). Implementing these contracts requires technology changes to implement and integrate existing applications with a new claims system to ensure providers are paid, services are authorized, and providers are enrolled. The modernization and critical projects that are prioritized and affect LTC claims processing and related systems are required to support successful MES transition, day one claim processing, and critical functionality. Resources will be needed to support these modifications. Texas Health and Human Services Commission requires the services of 1 Business Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission. Mandatory Skills: 8 years of Experience in performing complex business analysis and writing technical documentation. 8 years of Experience reporting project status to management including risks, issues, and key decisions. 8 years of Experience identifying project risks and issues; and developing/implementing mitigation strategies. 8 years of Experience in effective general written/oral communication, including documenting requirements, deliverables, test scenarios and project status. 8 years of Experience utilizing business analysis skills and interacting with business end users to gather, validate and document business requirements and translate into technical solutions to satisfy the business needs. 8 years of Experience performing review and approval processes of complex technical user and system requirements written by vendors. 8 years of Experience with Microsoft Office products (Teams, Word, Excel, PowerPoint). 8 years of Experience coordinating and developing test plans/strategies, exit criteria and test scenarios. 8 years of Experience executing detailed test cases within a complex software environment. 8 years of Experience using testing management software. 8 years of Experience with Microsoft Project or similar project management software. 8 years of Experience utilizing the Agile software development methodology. 8 years of Experience as Senior Business Analyst and Agile Product Owner. 8 years of Experience with Medicaid systems and processes. 8 years of Experience in claims processing. 4 years of Experience in Texas Medicaid programs. 2 years of Experience with long term care services.
