Job Description

This position will serve as a Subject Matter Expert on clinical data and electronic health record systems and will act as a liaison between health care providers and the HIE to improve quality of the data sent to the HIE. This position will involve use of Mirth Interface Engine, Inter systems Health Share Health Insight, Health Share Clinical Viewer, and SAS technologies in support of the North Carolina Health Information Exchange Authority.

The purpose of this position is to ensure reliable and accurate analysis of data to facilitate the NC HIEAs staffs ability to develop and implement projects to achieve established programmatic goals and objectives. Using knowledge of clinical data and analytic expertise, activities of this position include day to day operations around ensuring NC Health Connex data is in a usable format, providing guidance around data submission standards for Participants and Vendors contributing data to the NC Health Information Exchange as specified in the NC Health Connex Standard Data Target, as well as working with health care providers to improve the quality of their data submissions.

The Candidate shall:
Assist in defining data quality guidelines and processes.
Monitor processes and tools used to improve data quality.
Track all Data Quality work via tickets in the NC Health Connex ticketing system.
Respond promptly to reported data quality issues.
Work with participants and vendors to improve data quality.
Participate in data analyst, project, staff, and other meetings.
Report project progress and results to staff as needed.

Knowledge, Skills, Abilities:

Understanding of healthcare IT architectural principles, technical designs, and specifications

Excellent verbal and written communication skills including the ability to interact and communicate effectively with non-technical clients

Ability to think analytically and problem solve

Subject matter expert (SME) level of knowledge working with clinical data, electronic health record (EHR), HL7 v2 (primarily ADT data), and C-CDA messages

At least 3 years of experience working with electronic health record data, experience with Admission, Discharge, and Transfer (ADT) preferred

Ability to run and modify basic SQL queries

Experience with analyzing and documenting processes and requirement specifications and developing clinical workflows

Knowledge of HIPAA and health care regulatory compliance as they relate to EHR systems and Health Information Exchange (HIE).

Experience with Microsoft Office Tools, including Microsoft Project, Visio, Excel, and PowerPoint.

Preferences:

Understand clinical data and data flow within Intersystems HealthShare, EHRs, and other associated systems

Knowledge of relational databases and business enterprise systems

Experience developing training materials or end user reports based on trends in clinical data and clinical system workflows

Direct clinical or clinical application experience
