Direct client position Position: IT Business Analyst Duration: 4-month Location: Washington (100% Remote) Agency: DOH Client: State of Washington Job Description The Department of Health (DOH) seeks to engage a contractor with proven expertise to conduct a comprehensive feasibility study in compliance with WaTechs policy. This study is tasked with evaluating the viability and preparedness for the procurement and deployment of a system to replace the (Reporting Array for Incident, Non-Infectious and Infectious Event Response (RAINIER) suite of applications and the Public Health Information Management System Sexually Transmitted Disease (PHIMS-STD) system . OBJECTIVE: Improved Disease Monitoring: The primary goal is to enhance the monitoring and surveillance of diseases, enabling public health agencies to detect outbreaks early and respond effectively, with a primary and priority focus on core functional and nonfunctional system requirements and notifiable conditions in the Office of Infection Disease with intent to roll out in additional disease use cases based on business need and priority. Enhanced Reporting and Compliance: Streamline reporting processes for healthcare providers, laboratories, local health, and tribal jurisdictions, ensuring timely and accurate reporting of notifiable conditions in compliance with legal mandates. Data Quality: Improve data quality through data validation, standardization, and automated data cleansing processes. Cost Efficiency: Achieve cost efficiencies by reducing maintenance, support and improvement costs associated with the existing system. Data Security and Privacy: Ensure that the new system provides robust data security and privacy measures, protecting sensitive health information. User Satisfaction: Prioritize end user experience and satisfaction by developing an intuitive and user-friendly interface. Interoperability and Collaboration: Facilitate collaboration and data sharing with other public health agencies and healthcare providers to improve response coordination during public health emergencies. Community Engagement: Engage the public and healthcare community in disease surveillance efforts, leveraging agile principles of transparency and collaboration. Sustainability: Ensure the long-term sustainability and maintainability of the replacement system, considering budgetary constraints and available resources. Configurable systems: The new system should have a high degree of flexibility and scalability that allows for modification, configuration, add-on use case development and management by DOH staff as the agency responds to new public health demands. TASKS: The contractor will conduct a feasibility study that includes the following tasks as part of the scope of work: Accelerated Market Analysis: Quickly identify and assess a shortlist of software vendors offering solutions aligned with the DOHs envisioned future state. This will be based on pre-established criteria reflecting DOHs known system requirements and objectives. Contractor should leverage pre-existing analyses, internal assessments, data and insights made available by DOH to support decision-making and analysis. Utilize existing market research and direct engagements with vendors (focused discussions, demos, and Q&A sessions) to expedite the analysis, focusing on the most promising options that appear to fulfill the comprehensive needs of DOH. Targeted Feasibility Study: Conduct a focused feasibility study on the selected software solution(s) from the market analysis, deemed most suitable for meeting DOH system needs (WDRS and PHIMS-STD) and broader surveillance and case management needs. This involves a deeper dive into technical compatibility, cost-effectiveness, scalability, vendor support, and integration capabilities with existing DOH systems. Prepare and deliver the required documentation summarizing the study's findings, including a detailed assessment of the products feasibility, potential risks, and mitigation strategies. The documentation will also outline an implementation roadmap, considering the 4-month timeline constraints.
