Project Scope/Details- The Innovation and Technology Department (ITD) of the County of San Bernardino is seeking a motivated contract Programmer Analyst with experience integrating 3rd party recruiting systems into a PeopleSoft environment. The candidate will participate in systems analysis, application architecture, systems design and development, database design, and applications programming. Contractor will be assigned to the ITDs Human Capital Management (EMACS) team to partner with Human Resources to implement on-boarding integrations between the countys recruiting system (NeoGov) and PeopleSoft. PRESCREEN QUESTIONS: N/A SELLING POINTS : Long-term contract (multiple years usually) No OT, good work-life balance RULES OF ENGAGEMENT: ADDITIONAL INFO: County roles take a solid month from submittal deadline to interview to hire. Once that is completed, LiveScan must be done, which is fingerprinting at the San Bernardino Sheriffs station, scheduled by the County and the consultant. LiveScan takes up to 2 weeks to clear and then start date determined once cleared. Time in total is about 1-2 months max to be in the seat. But once there the contract is usually multiple years. The candidate will be responsible for analyzing existing on-boarding procedures and implementing integrations that will consume hiring information into PeopleSoft. Candidates should possess excellent problem solving, organizational and communication skills, and keep abreast with emerging technologies. Responsibilities Designing, implementing and testing HCM application involving new features and functionality from functional requirements. Maintenance, support, design, development, and implementation of HCM application. Developing and maintaining applications and modules related to employee on-boarding. Database design in Oracle, SQL and formulating advanced SQL queries Developing new and maintaining existing Database ETL processes and reports. Good communication skills, ability to work independently and in team environment, and communicate with clients. Strong time management and multitasking skills; ability to handle changes in business requirements and set priorities across multiple projects. Skills and Qualifications Proficient with PeopleSoft development suite - Application Designer, SQR, Application Engine, AWE, Query, etc. Expert knowledge of PeopleSoft on-boarding processes. Advanced PeopleCode experience. Experience with Application Packages, Component Interface, Fluid Development, HTML5, and CSS. Experience selectively adopting bug fixes and new features from PUM Images. Experience reducing customizations by use of Event Mapping and Drop Zones. Advanced SQL experience on an Oracle database. Strong understanding of SDLC. Familiar with various design, architectural patterns, and HCM frameworks. Ability to write clean, readable, modular, scalable and easily maintainable code with proper technical documentation. Understanding of code versioning tools. Troubleshooting, analytical skills and excellent communication skills. Experience integrating 3rd party recruiting systems into a PeopleSoft environment Experience and Education: Information Management, Computer Science, or any closely related field with at least 5 years working experience using PeopleSoft, SQL and SQR. An equivalent combination of experience, education and training will be considered.
